Local rep. pushing for higher seat belt fines; money to benefit kids

Not wearing your seat belt could cost you your life, but right now it doesn't cost you much money.

If it's not going in the state's general funds, and $20 is going to CASA, where is the rest of the money going?

The other $30, plus whatever it costs now for a ticket?

If wearing a seat belt, and staying off the phone while driving are such good ideas, why don't cops do it?
