Town ordinance does not require the Town Manager to live in town. It never has. If the citizens want that added to the town laws, go to the council about it.

Even if it were to be added, it would have no effect until the next TM were to be hired.

Now, if we add that, how many qualified candidates are there within town limits, right now? One or two, maybe, if we're lucky.

Most of them would be retired, so they wouldn't actually apply for the job.

So, who is our TM then? Unless you now want to add a relocation bonus onto any new manager's salary.

The petition had approximately 150 signatures that weren't disallowed.(many of the signatures were obviously signed by one hand, so any like that aren't counted) As far as I know, no one checked the signatures versus actual town citizens, so some of them could have been from nonresidents, as well.

Even if you couldn't all of the signatures it was 162 of them, out of a town citizenship of 3500.

The town manager makes the same as other town managers from similar towns. CB residents just don't want to pay anything, but you have to pay to have good employees.

Public Works has lost the only breath of fresh air its had in years. I personally witnessed the harassment and undermining that Rob Murphy has done to PW over the last few years. He has refused to accept anything Jean has tried to do for the good of the town. Jill is nothing more than his little puppet! You think Pam is nasty on the phone you should work with her.....she withholds equipment and treats pencils like there hers! Jean raised the bar in PW and supported all of us guys, those that say she didnt are hiding behind Rob's miss management. I hope that some of the council are looking at some of the dead wood in town and adjusting other departments. I dont know much about the town manager but losing Jean from Public Works is going to be noticed. Not to mention what the beachfront will look like this summer. I hope she stays working in Colonial Beach because I live here too. We miss you Jean......

Bad Penny,
I completely understand your suspicion about the government of the town of Colonial Beach. They have earned it through many years of horrible behavior. However, I think that we should give the new Council and these outside consultants a chance. When I look at what's going on now with the new Council, I see action, decisiveness, and a big time effort to get things going in the right direction.
I'm looking at the same websites you are, and without ever meeting these people, I see experts in the very areas this town needs. Springsted is a public sector advisor with practice groups in public finance, housing and economic development, HR, operational finance, and investment services. We need help in all of these areas. Here is the page from their website on "Local Government": http://www.springsted.com/local-goverment . Hiring someone like this would be a bad thing? I don't think so. These people will pay for themselves many times over.
Of the two partners at Whitestone Partners, one brings 25 years of business and financial consulting experience to the table (see: https://www.whitestonepartnersinc.com/doug-bi... ) The other one is a human resources expert (see: https://www.whitestonepartnersinc.com/polly-b... ) We need help in both areas. You cite tourism money that has disappeared. I can only imagine what else there is. Others on Topix talk about the wasted taxpayer money spent on excess managers, many of whom don't have the requisite skills for the jobs we're paying them to do. If Doug White can help this town run more like a business and Polly White can eliminate wasteful jobs, put the right people in place, and then hold them accountable to us, then I say MONEY WELL SPENT.
Mr. Clean,

Could not agree more with your comments. It is true, I have become a bid jaded. Our new Council should be complemented for putting in the additional hours in an effort to get a fast start on the issues facing our fair town and I agree with the proposal to conduct a top down review of all of the positions in our town government. Perhaps, while they are at it, we could publish the procedure followed when we are asking contractors to bid on a project. Lastly, I would like to wish Kathy a speedy recovery.

You think you went unnoticed all the little whispers between you two, all the snitching on the guys you did, the picture taking. You fat piece of crap, you should be down town hall with her. As long as she has your face around, she has a place to sit

If the consulting firm does its job correctly, then jobs could be blended, some lost, salaries adjusted to the going rate of a town this size, and managers assaigned with no duplication of duties. If done right it could save more dollars than the study costs.
Layoffs are still happening all over this country and if it happens here, so be it.....
This town needs 2b turned around, starting at the top......

Is this the same petition that Councilwoman Goforth wrote and had people sign prior to ever announcing her run for Council. If I remember correctly that petition was to fire Val. Has anyone asked the question " Does any Council member have now or in the past any dealings with the consultants" major conflict of interest if so

There were two bids submitted. Council voted on this one. Both were close in price, but all of council felt there would be better service from the one that was selected. No one on council knows or has had prior business with the company selected to my knowledge. This company came to talk with several council members personally before their bid, the other company was difficult to reach on the phone and their proposal was mostly boilerplate material. This was my reason for voting for the company that was selected.
