Okay, so now the Town Council is willing to spend taxpayer dollars to learn what needs to be done in management? Another study? In case they didn't know, a comprehensive study was done of Public Works about 5 years ago. What happened to that study? Sitting in Val's drawer?

I'll tell them what's wrong for free. Department Heads with no accountability. Multiple layers of management with no clear chief.

Three managers at Public Works for nearly $200,000? Jill was brought in because supposedly Curtis at the WWTP couldn't do the job right, but Jill now doesn't have anything to do with the WWTP. Curtis is still running it, and doing a fine job. So why do we have Jill? Jean was brought in because Rob Murphy couldn't handle the job, now all he does is hide in his office for $70,000 / year while Jean manages the crews. Why?

And I would like to know why we are paying the Town Manager over $100,000 per year, and she can't figure out what the problem is? Now we have to hire an outside firm to supplement her not being able to do the job???

I want a tax refund.

While Nuts raises a lot of valid points and much of what he contends may be correct, but how are we to know if he is correct without a unbiased opinion from an outside organization.

The only question I have about the process is, how did we find these people? How does the town notify all qualified contractor, without publishing a request for bid?

There are a couple of issues,(1) they indicated a petition of citizens complained (what was the complaint? was it numerous or one core complaint?) How many citizens were there, if the town has over 3500 citizens it would seem that you should have a bench mark of say 15% if issues are not health or safety related. It did appear that the article was written slanted in favor of the staff and provided no substance. Why outside companies, did they have a VML recommendation? Has the council done their job, have they provided a evaluation and scope of duties to the Town Manger. If they only vote on Resolutions and Ordinances as indicated then why are committees needed? Before they go outside they need to identify main concerns and there cause and see if outside is needed or in house changes are appropriate. It still seem they are 7 different mind sets on council going in 7 different direction at 7 different areas of responsibility. Maybe they need planning meeting among themselves first to focus on the issue.

No such thing as planning among themselves. They cannot meet without public...it is considered an illegal meeting. Closed session is only private meetings and not allowed for planning purposes. Since you seem to know so much about VML, look up the regulations..

Critic, name is appropriate... No where did I say private meeting or closed meeting and I do understand closed meeting. But, repeat But, they can have a meeting where the subject matter is planning purposes solely and address issues they may have identified. While the public is aways invited does not mean comments or discussion is required. They are charged with the responsibility and should act accordingly.

WE must make sure the consultng firm is not a friend or relative of anyone on the council.. How did they find this company, with no experience.
Please dont let us be disappointed . The truth will come out. Has the company already been influenced to give a bad report on anyone the council does not like.

There seems to be a pattern developing here and it is somewhat disconcerting on a dozen different levels.

Our Town Council seems to be meeting at will, without notice to the tax paying public only finding out through the papers that decisions have been made.

This is the same process that we learned that the State Grant money for Tourism was going to be spent on our town website. That money just evaporated.

A search of Whitestone Partners and Springsted Incorporated's Website shows one common tread with both of these organizations. They both have something to due with finance or banking. Please do not tell me we are going to pay someone from the banking industry to evaluate someone from the banking industry.

Search Public Sector Consultants and you will find 428,000 in Virginia.

So once again, I raise the question. How did we find these people?

I completely understand your suspicion about the government of the town of Colonial Beach. They have earned it through many years of horrible behavior. However, I think that we should give the new Council and these outside consultants a chance. When I look at what's going on now with the new Council, I see action, decisiveness, and a big time effort to get things going in the right direction.

I'm looking at the same websites you are, and without ever meeting these people, I see experts in the very areas this town needs. Springsted is a public sector advisor with practice groups in public finance, housing and economic development, HR, operational finance, and investment services. We need help in all of these areas. Here is the page from their website on "Local Government": http://www.springsted.com/local-goverment . Hiring someone like this would be a bad thing? I don't think so. These people will pay for themselves many times over.

Of the two partners at Whitestone Partners, one brings 25 years of business and financial consulting experience to the table (see: https://www.whitestonepartnersinc.com/doug-bi... ) The other one is a human resources expert (see: https://www.whitestonepartnersinc.com/polly-b... ) We need help in both areas. You cite tourism money that has disappeared. I can only imagine what else there is. Others on Topix talk about the wasted taxpayer money spent on excess managers, many of whom don't have the requisite skills for the jobs we're paying them to do. If Doug White can help this town run more like a business and Polly White can eliminate wasteful jobs, put the right people in place, and then hold them accountable to us, then I say MONEY WELL SPENT.

If not mistaken the petition addressed thing like, Town Manager salary to high,,Town Manager lives outside town, Town Manager not business friendly, etc, etc. If these are the real issues then council hired her, established the salary and allowed living outside town. If that is the issue then consultants will not help, it' in her contract. If other areas are the problem then identify them but don't use a spray effect with no directions.

Wrong "Think" lives Cabin Point outside Town limits. Having a Colonial Beach ZIP Code covers many area outside Town limits. Probably about 30 miles one way.
