Town presently planning to have county inspector due the review here. This will prevent local builders from having to follow county building plan rules.

Building plan rules? From what I understand this issue has nothing to do with building plans. It concerns erosion & sediment control which are addressed through a site plan when applying for land disturbance/building permits. Having dealt with a surveyor on developing a site plan, I can assure you it has nothing to do with blueprints or "building plan rules"!
