Sorry, I just get frustrated. It appears that there is no improvement. We all just got our tax bills, and I don't think we're getting any more than we did a few years ao. The Town Manager is non-resposive, the Police Department is in shambles as far as its future, the Town Council is clueless, and the town infrastruture is hopeless. Public Works appears to be inable to fix sewer and water problems, and is totally useless with the roads. Every single Council member should be required within the next 30 days to provide their vision for the Town's future, or resign.

No need to apologize. Venting is good for the spleen. That certainly is a long list and you tweaked my curiosity! Seems your expectations have not been met as far as taxes paid and services rendered and you are looking for “more”. Seems a bit general and I am not sure how you expect an elected or an appointed official address to your compliant.

As far as your experience with the Town Manager, your description of “non-responsive” does not match my encounters with Ms. Foulds. I am a frequent visitor to our Town Hall when questions arise. I have had many conversations with our Town Manager, our Acting Chief of Police and most of the Council members and I have found all to be polite and responsive.

Onwards we march with our Bill of Particulars: Police Department, Town Council, town infrastructure and Public Works are in shambles, clueless, hopeless and totally useless. The good news here, there is room for improvement!

A clue to your unhappiness may be embedded in your last sentence. Calling for “Every single Council member should be required within the next 30 days to provide their vision for the Town's future, or resign.” Sounds a lot like an election, which, if memory serves, we just had. More good news, it is just two years to the next one.

Agree will you, but I believe you left off one important sentence "Hope it is in on your agenda to run in that election, since you seem to have all the answer, or excuse me, perhaps you have only the complaints."

Cry foul Mr. John L.! To quote Mr. Bill, no not the OHH NOOO! Mr. Bill, but the, I feel your pain Bill. I am sure our longtime residents are very frustrated watching year over year, town councils, mayors and town managers parade though. All proclaiming to have the answer. Only to sit on their hands and allow our town to continue to deteriorate.

We have a fifty plus year old sanitary sewer system, a storm water sewer system, replete with open ditches, and a water main of equal age, which are all falling apart. This did not happen overnight. Credit should be given to our fine people in Public Works. Racing from one leak to another, applying spit and glue, and fighting a losing battle. Why repave the road only to tear it up to apply another patch.

The good news is, we now have a group of people that are making some very tough, long overdue decisions. Starting last year by agreeing to begin to fund infrastructure improvements and first business this year, addressing needed changes in our Police Department. Including cost saving moves by consolidating dispatch and dealing with the State environmental requirements. Coming soon, May 16th, the school budget. Which, I am afraid my neighbor Mr. John L will not be happy after receiving next year’s tax bill. Seems deferred maintenance does have a cost.

I wish our Town Council well and I support an independent school district for the children of Colonial Beach.

Research what you are posting in order to maintain your credibility. I am only speaking to one aspect of your post so you have to do some of the work :)
Your MS4 storm water system is designed to use open ditches and retention ponds :) You are lucky (or un) enough to be in at the ground floor for SWTP regulations. Think about where this leads :)There's a web site about it, want to see it?(from In Living Color):)

Consolation of dispatch is controversial, at least on Topics. Seems like commonsense to me, especially when we move to P25.

The Town Council had many meetings and two town council votes on this issue, covering a period months. Not one citizen came forward with a single objection, except a couple of folks, using a nom de plume, on this site. Our elected and appointed officials stated this move will save money. Whom are we to give more weight to?

Since we are beating dead horses, I’ll drag out mine. We must find a way to dispose of surplus town owned property. A recent decision from Planning recommended that Eleanor Park be used for “passive recreation” for a period of ten years. Passive recreation calls for allowing the land to return to its natural state. Which begs the question: Is this the highest and best use for this property? How much revenue are we going to forgo for a decade and can we afford this luxury?

My checkbook is paying for the consolidation in the tune of an extra 100, 000 over and above the cost of the current police dispatch salaries. Thtas not including the 20% cost that will be added to pay for equipment that wont belong to us. The cost to update the equipment at the PD is 150,000. My math maybe different that yours, but I think the consolidation is costing us more just to start. Futrue costs have not even been esitmated as of this time. What is your figures?

Interim Chief Seay failed to mention the new radion system already in use at the Pd by the current dispatchers and the brand new car and portable radios already purchased on a grant that was announced by the former Chief at a previous council meeting. What other equipment are you speaking about? What we will be paying for is the NEW equipment the county will be installing in the NEW dispatch in the county. How much will we lose in 911 taxes? That may have payed for the update to the phone system at the PD. If citizens had known when this was going to be discussed, I am sure several of us would have made arrangements with work, child care, etc to be at the meetings and voice these points. If the council would have asked the people that work with the equipment every day, then they may have had a little more information about thier decision. Where are you Wanda and Tim? How did yo miss this valuble information?

Thanks for the suggestion. Interesting read. We are certainly a MS4. Our problem, as I understand it, is our storm water management system and our sanitary sewer system are cross infiltrating. Undesirable is an understatement.

Why would Council vote on consolidation if they didn't completely understand the ramifications monetarily? It is the responsibility of Council and the Town Manager to look out for the best interests of the town citizens. I'm just not seeing it. Sadly, what I see are massive tax increases for the school, public works and police department.

Conventional wisdom says there should be a savings both in labor and material overall. I don't think it will be a great amount but both parties should be satisfied with the results. Data should be built as an is was trade off. Follow the data for however long you desire, it should not be that difficult.

Its real simple people, the town can barely maintain itself and cost is driving it towards a conclusion that was determined a long time ago that many refused to believe or accept. Those who cant believe tend to be the one's who cant balance their own bank statments.
