what is the law on these scooters running around with no license, insurance, etc...?
I see them flying past me on the beach road, riding down the turn lane on the bypass, mostly not obeying any of the traffic laws that us licensed drivers have to obey. What's the deal? If we get a DUI and lose our drivers license then be can buy a scooter and ride all over for free? What exactly are the laws and why are none of the police enforcing them?

Vehicle Codes
North Carolina vehicle codes consider a moped, which is a bicycle-type vehicle equipped with pedals and a low-powered motor, and scooters in the same vehicle class. An engine displacement lower than 49cc and a maximum speed of 30 mph is required to be considered a scooters. You are not required to register, license or insure scooters to operate on public roads. However, North Carolina codes require any moped or scooter with an engine displacement greater than 49cc to be registered as a motorcycle with the state's Department of Motor Vehicles.

Licensing
A scooter with a displacement larger than 49cc requires the operator to possess a state-issued motorcycle endorsement on their driver's license. Motorcycle endorsement applicants must pass a series of tests, including vision, written knowledge and riding skills exams. Vehicles that meet the requirements to qualify as a scooter do not require the operator to possess a driver's or motorcycle license. However, a scooter operator must be at least 16 years old.

Thanks czarina, but what I was wondering is;
are these under 49cc scooters allowed to run the roads with complete and total disregard for all traffic laws?
Most people riding them seem to me to be extremely dangerous. I've had several close calls and I believe it is only a matter of time before someone gets killed on one. Maybe then the cops will start enforcing the traffic laws that I thought even bicycle riders had to obey.

They're mostly drunks who lost their right to drive and illegals that cant get a dl.
No oftener but to you really think they give a crape about someone on a road? And if you hit them, its going to be your fault more than likely.
You should see them all in a freakin line going down wanchese road every morning. Traffic backed up on the curved.. ugh.
In my opinion, if you cant drive a vehicle, you shouldn't be allowed to drive one of those.

Most of the ones I see do not have pedals. And a lot of them have been "tweaked" for more speed.

No -- the continuation of the article said these vehicles are to abide by all traffic laws.

Saw the cops had pulled the fat mexican on the 3 wheel scooter the other day. Had hoped he was getting wrote up cause I see him almost every morning going down the bypass like he thinks he's a freakin car!
Guess they didn't do anything to him cause I see him out there still, almost every morning, so close to getting killed! It's unbelievable!!!

12G , from my understanding, they aren't allowed to be on the bypass (which we all know, cops rather talk on their phones to their GF's then pull over a scooter.) they are supposed to be on the beach road. If a scooter soes 30 mph, which someone stated earlier, then they would be a hazzard for cars doing 50 MPH +. But the police don't care.

BTW if some dumbass is on a scooter in the middle of the road and I am coming up behind you, you better scoot your scooter over..I have the right of way and you may just taste the paint on my SUV..

I've come sooo close to clippin that fat mexican that it's scared me. Yet he continues to ride that damn thing on the highway every morning. I guess the cops don't give a crap!

My son owns one of 'those scooters' in order to get back and forth to work his part-time job so he doesn't have to go on welfare. It's the only thing he can afford at the time. Don't put them all in the same category....he does obey the rules.

to all the people upset with the scooters on the road if you look at all the people who loose their right to drive in nc because they were DRUNKand go buy a scooter thats the judeges fault not some one who obeys the laws and rides the BEACH ROAD !!!!! and dosnt drink &drive save a life dont drink &drive !!!!!!!

to all the people bitching about the scooters their are some people that do obey the laws of the road and are safe drivers not all people who drive scooters are drunks who lost their right to drive a car !!!!! how about the people that ride a bike on the wrong side of the road dont see any body crying about that ??

You're not reading the right threads! I'm a cyclist and when someone rides facing traffic they put us in danger. And I insist THEY move out to let us by.
