I don't understand why we have this expensive branch of government.

Code Enforcement is a necessary evil. Who else would go after homeowners or renters that leave trash and junk cars all over their yards? Who else would regulate businesses? These are not criminal issues and cops can't enforce them. Someone has to.

Now, how Code Enforcement is run is another issue.

I find that code enforcement is used as a harrassement tool.

Why is that?

Do you want to live in a home that was not built to code?

Do you want to work in an office building that was not built to code?

Seems to me that you got caught doing something that was not up to code, and you are just here griping about Code Enforcement. What's the rest of the story here?

Your right, I got caught doing about 30 somethings that was not up to code. Mainly building something without the proper permit, living without the proper permit, maintaining my property without the proper permit and others.
I have gotten after-the-fact permits and demolition permits for the projects that were not permitable without a lot of expense.
I now have a home that is half completed and is a eyesore to the community.
I have decided not to attempt to make any more improvements.
Even though I get permits for the work to be constructed, my neighbor finds small errors in the manner in which I am proceeding and files a complaint. The first thing Code Enforcement does is issue a Stop-Work-Order which usually causes the building permit to expire.

Example A: I have a building permit to rebuild a seawall, I need more time to complete the construction. After a storm, I hauled beach trash up to the road for disposal.(about 3 pickup loads)
I get a Code Enforcement notice of violation for dumping in the road and am required to return the trash back to my beach within 5 days. Then I get a DEP notice of violation for dumping on my beach. High tide comes around and the trash moves on down the beach twards Stock Isand and Key West. A Stop-Work-Order was posted for this alleged violation and my building permit expired because you cannot get an extention of time on your building permit when you have a Code Enforcement Violation on your property.

LOL! I don't mean to laugh, but you are experiencing the Monroe County woes. Our permitting process sucks! I do not blame code enforcement because they are only a player in this game. However, the county, themselves, make it very difficult to achieve anything here.

If you had 3 pickup truck loads of trash, more than likely you should have just had it hauled off to the landfill instead of just dumping it on the road to wait to be picked up.

If your neighbor is that bad, find anything you can on him and report it (HOA violations, city violations, etc). Turnabout is fair play after all. ;-)

I won't lower myself to that level.
Waste Management contract is for household trash not floating trash.(wood pallets, fishing gear, boating equipment). They won't pick it up.

Yes they will. You just call them and they will send a clam truck. Just last week, I had them pick up an A/C and 3 sets of bed headboards/footboards.

They picked up your A/C and bed headboard/footboards because that stuff is house-hold materials. I'm talking about non-household stuff.(rope, nets, fueltanks, woo d-pallets)

My 2009 Valorem Assessment for MONROE COUNTY SOLID WASTE MANAGEMENT is $396.00. You would think I could at least get rid of trash for a family of two (2) and the beach trash floatsum.
