KERMIT – Deputies conducting a drug raid at Jennie’s Creek were unable to revive a baby found lifeless in the house next door.

According to the Chief Field Deputy James Smith, officers had made the bust and were carrying evidence from a residence when they heard sounds of distress.

”When they entered the house, a woman was carrying a 16-month-old girl, shouting for help,” Smith said.”The deputies called 911 and began working on the baby. She was transported to Williamson Memorial Hospital, where she died.”

There was also a 27-month-old boy in the home, Child Protective Services removed him.

Smith said the baby’s body has been sent to the medical examiner for an autopsy, but it is believed the cause of death was drowning. The child also had severe burns on her legs.

The mother, Samantha Evans, 28, address unknown, has been charged with child neglect causing death. She is currently lodged in Southwestern Regional Jail.

Evans admitted to officers she had taken at least five Xanax tablets. Her blood was sent to a lab for analysis.

Mingo County Sheriff Deputies Sherill, Salmons, Moore, Lt. Farris and Sgt. Muncy conducted the investigation.

i am the aunt of the baby found dead. Her name is Payton Ann Santiago and yes her mother did do it, she was high on Xanax and was a long time addict and wouldn't get help. We all on her father's side tried to get the baby away from her and that is a big reason her mom Samantha took off to West Virginia, we are all from Columbus, Ohio. We are all trying to get her body transported to Ohio to be buried with her cousin, my daughter where she belongs. Samantha's family all knew she was an addict and all gave her the drugs to take, I blame them as well for her death. Please keep us in your prayers.

I can't wrap my head around someone/ a mother would do this! This is the most unthinkable crime a mother could commit! When I think about what that sweet innocent child went through and then I look at my beautiful daughters I just cry. I don't get it! She is a monster!!! Anyone who could hurt a helpless baby like that deserves the worst possible punishment here on earth and she deserves to burn in hell! It just goes straight to my heart that she done this to her own child! How could a mother not look into her child's eyes and feel nothing but love! I would kill someone if they were to even think about hurting one of my children and I sure as hell would die for them just a quick! Your children are supposed to be a gift from the Lord and it is to be cherished! Why didn't she just give her child to someone that would gladly love her with all their heart and not think twice? I am sorry to the family who lost this beloved sweet angel!!! You are in my prayers!!! I'm so sorry for what you are feeling right now!!!

i am also a mother, you guys should just let this poor lil angel rest in peace instead of arguing over things, gossiping and drawing attention. start a post about her memory not this kind of crap. she is gone, remember the good times. this makes me even sadder that she is gone and her family is arguing and goin on like this. unbelivebale. baby payton may you rest in peace, and may the other kids go to a great family who will give them the world!
this mom in my opinion should be in jail, but i see NO mother doing this on purpose, she was prolly high on the durgs, definetely nt taking up for her but i honestly think this was an accident..
pray for paytons real family taht loved her!

I was wondering the same thing. If they baby was 16 months old you would think that when the water was to hot she would have climbed out.You know if you get the water to warm the baby will throw a fit and get out.So considering that she was burned so bad and didn't get out. That makes me think that she was held into the hot water.I still don't understand how somebody especially a mother could do something so bad to her own child.

This is one of the saddest things I've ever heard! I didn't personally know Payton, but my brother did. He loved that little girl very much and is very upset as everyone who was lucky enough to know her! He said that she did not know how to walk. I don't know why she didn't at 16 mo. old.
And as far as whoever thinks it was an "accident" b/c NO mother would do this. Wake up! She's not the first mother to go psycho and kill her child! Even if their were drugs involved... what the hell was she doing drugs around her sweet babies anyways? She sounds just like another Susan Smith to me and that's just another example of a so called mother going psycho and killing her poor innocent child!
Payton's family is in my prayers! I am so very sorry for the loss of this beautiful child! No child should ever have this done to them! Ever! Hopefully they will put her away for good so she can never do this again. And I'm sure she will pay even after she has left this world... I hope she does!!!

This baby could have slipped in the tub because of the burning hot water. Either way the mother is to blame and I hope she burns in hell or gets it in jail. There are a lot of people who would love to have a child. In cases of child abuse an neglect WV needs stronger punishment. Such as like without parole & Death penalty. This baby was supposed to be loved & protected by her mother and look what the mother did. Death penalty for child killers & child molester..There was no way this infant could have protected itself against its mother. Adults can at least fight back. Children can't protect themselves it is up to adults to watch over & protect our children. This precious child probably never had a chance with a mother like this. God bless her and all the abused children. If you see child abuse, neglect or even suspect it please call CPS.

I am sorry for all concerned, the baby is in heaven. and as far as the mother goes I do not know her, but I do Know her family, they are good people that loves their children. If there were two other children in the house maybe she was starting the bath water and went to check on the other two and the baby fell in the water, we may never know, but god knows and he say's not to judge.

There is another post on the williamson forum and there is no mentiopn of the father.GOOD LUCK getting the 2 1/2 year old and if the father had had them maybe there would not be a post on any forum about this.Mothers seem to always win custody and they are not always deserving.Tell Paytons father I will be praying for him at this time and I will pray harder for him to get his son .{one report said son but someone said daughter].Prayers to all of you and YES her family allowed her to continue the drug usage with the babies in the home with her, they too have some soul searching to do with this situation .This has upset a lot of us because we are mothers and consider this baby Payton s life to be valuable.
