I see nothing in the article to indicate that George H.W. Bush was drunk at the time.
It is very easy for a boat or even a ship to run aground in thick fog (that's why there are lighthouses to warn mariners about particularly treacherous places).
I'm glad that no one was injured and that the boat was only lightly damaged.
Finally, Former President George H.W. Bush did NOT send troops into Iraq. That was his son, Former President George W. Bush.
George H.W. Bush sent troops into Kuwait to drive out invading Iraqis sent there by Saddam Hussein. Although there was pressure to keep on going right on to Baghdad, Former President H.W. Bush wisely decided that there was too much of a risk of being bogged down in Iraq and ended the conflict when all the Iraqis had been driven out. To this day, Kuwait is still grateful to the United States.
Too bad the the younger Bush wasn't as smart as his dad, then he would have been a so-so president instead of the worst.

Wait a minute.
You are asking for evidence that Bush Jr. was not too bright?
What planet do you live on?
Can you read?
Are you breathing?

The irony is that at the time Bush Sr. was criticized for NOT escalating the military action into an invasion of Iraq. Time has shown that Bush Sr. was quite wise in his decision. His government set a definite objective (drive the Iraqis out of Kuwait) got a coalition of governments to support the action, achieved the objective and then ended the conflict.

We didn't get bogged down in Iraq. We achieved the gratitude of Kuwait (which still exists today) and we pretty much showed up the Arab nations.(When they're not fighting Israel, the Arab nations are quite fond of turning on each other.)

Even considering the flaws that Bush Sr. had (and every President has them), I would say that at least in terms of military action, Bush Sr. is quite a bit smarter than his son.

Rich people give me a job.
Do I want them poor? no.
Do I wish I was rich? Who doesn't?
But reality is rich people employ me.
Reality is hard for some people.

here is "decision". While GWB named himself The Decider he was sadly surrounded by the largest group of cheating, lying, immoral political thugs on the planet. His decisions seemed to range from "Bad" to "Disaster". Not surprisingly.
