Investigation: Police Chief Selling Radios?

London city officials say they see nothing wrong with buying thousands of dollars worth of public safety equipment from a business owned by the police chief - without soliciting bids.

Mayor Troy Rudder and Police Chief Stewart Walker both told LEX 18 Investigates they don't think the business arrangement violates the city's ethics policy, which prohibits employees from having an interest in a business that "is in substantial conflict with the proper discharge of their duties in the public interest."

Both men said they were too busy Wednesday to speak with us on camera to elaborate further.

London Radio Service Inc., which sells and services radios and equipment to the London fire department, police department and rescue squad, is owned by Walker. The business has no store front; according to secretary of state records, the principal office is a PO Box.

LEX 18 Investigates obtained invoices for London Radio Service's sales to the city dating back to 2009 - as far back as records are kept. In that period, London taxpayers have bought more than $90,000 worth of radio equipment from Walker's business, while also paying his salary as a lieutenant and, later, chief.

Walker became chief about two years ago. The purchases continued; since mid-2011, the city has bought $16,846 worth of equipment from his business, including radios, batteries, and antennas, as well as service and repairs, according to the records.

"I have done nothing wrong and I have done nothing ethically wrong," Walker said in a phone conversation.

He and city attorney Larry G. Bryson said the city has been a customer of London Radio Service longer than Walker has been a city employee. Walker also noted he does not personally authorize purchases.

State Auditor Adam Edelen said his office plans to take a look at the arrangement to find out if it violates state or local ethics regulations.

"My staff right now is at the point of gathering information about it to determine when or if we will launch a full-scale examination," Edelen told LEX 18 Investigates.

The city's ethics policy prohibits city officers and employees from using or attempting to use "their official position to secure unwarranted privileges or advantages for themselves or others." It also says employees cannot act in financial matter "that might reasonably be expected to impair their objectivity or independence of judgment."

In another section, the policy also allows employees with an interest in a business to file disclosure forms. Bryson said he thinks Chief Walker "has complied with this requirement."

The city apparently did not open the bidding process to other potential suppliers. Bryson said in an e-mail that the purchases were compared to a "state bid list" and that costs were at or below what the state has paid for similar equipment.
"When the Commonwealth has already advertised for bids and compiled the state bid list, it is not necessary for the city to advertise to bid those items again," he said.

Wonder where the other thread about this went? The one that stated that Stewart wasted tax payer dollars by telling agencies they need to go digital according to the FCC. Which was incorrect.

i thought that all agencies had to go digital by a certain time and date. a lot of them already have and the ones who haven't are on the way. so what is the real deal here? the news article makes it sound like this is nothing but a witch hunt in my opinion. all the chief needs to do is produce the paperwork to back his butt up with but he's not been gave a chance to do that yet.

where is this information about him telling them they needed to go digital. i don't see that in that article so is that just another rumor?

London Radio Service has been dealing with all the emergency services in London and Laurel Co. for 20+ years, including rental of the communication towers. This is just a witch hunt as stated prior. This will not amount to anything, just some busy body trying to scar someone's reputation.

The last witch hunt destroyed a innocent persons life...her families life, her career and her mental well being. Scarring ones reputation is a lifelong battle that doesnt go away. In my opinion....Innocent until proven guilty gets lost in small town malicious slanderous pathetic attempts to destroy one another for nothing more than greed and hatred. This is a investigation, not a GUILTY VERDICT. Peace Officers in Kentucky make limited saleries, no one investigates that. Limited funding leads to poor working conditions and lack of proper outcomes in the criminal justice systems. INVESTIGATE THAT. A witch hunt should not cost a innocent person anything.... This is merely a opionion of a fed up citizen!

Those who have nothing to hide, hide nothing. I would think that the politicians and there appointees and hires would welcome the media to shine light on all their dealings.

I say Chief Walker, doing his job,has made someone upset with him and the Mayor,so they have thought this would be a way to get back at both of them .It won't be hard for them to figure out who it is . If what they are doing is wrong , then yes it should be stopped and both Chief Walker and the mayor should be fired and made pay a hefty fine and jailed for corruption But if there is no wrong doings then they need to to be left alone .

There was NO requirement to go digital, just to go narrowband which can be analog or digital. anyone telling you otherwise is bluffing. these digital radios were completely unnecessary!! not to mention all of the repair bills mentioned in the article. NEXEDGE digital more reliable than proven analog? in your dreams!

I've not met Chief Walker and don't have a dog in this fight, but having said that, why would you want to put yourself in a position where there might even be the appearance of a conflict of interest?

Choose one or the other and move on! Surely we pay the Police Chief a living wage here. The lesson of history is that unlike Caesar, Caesar's Wife must be beyond reproach...

It doesn't matter what you think of my post you can say what you want but everything that's been stated is true Walker deceived the Emergency services be say every dept had to go to the new Digital radios so he could sale more...If someone digs deeper they will find a lot more in other Depts. as well.

You seem to act like you know everything, Walker has NEVER stated that ANY government agency they had to go to digital but only narrow band analog, I know most of the agencies in a lot of the areas. He explained it very clear and allowed US to make the decision for our self. Matter fact he provided us the means to test
both narrow band analog and digital and choose for our self, we choose digital with a analog for mutual aid events if needed. The radios we purchased at OUR request will operated in the analog and digital mode. If seems here there is a lot of speculation going on and so far I have seen nothing factual that ANYTHING wrong has been done but only a lot for accusations.

None of this makes any difference at all to the argument. Even if Chief Walker was giving them away at cost, it still LOOKS bad, and that's a really good reason to not do it. Now you have a tempest in a teacup. Mayor Rudder shares the blame...

With today's internet one can order any type of equipment at the absolute lowest price. Order through Amazon for god's sake. There is no reason to be running radio purchases through a local middleman. Request tax returns from all involved or be damned, it's up to you.

Demand that your commonwealth's attorney convene a grand jury.

You cannot order that type of Radio Equipmen off Amazon.
However, I feel it should be open for Bid. I don't believe the Chief of Police should be selling anything to his own department this goes for all city employees.
