Radio Station Interference

Does anyone know if it's normal to get interference near a radio tower on a cell phone, land line, radio etc. The radio station out Keavy has been cutting in on land line telephones and radios ever since it was built and I was wondering if that's normal or if they need to put some filter on it.
Who would you contact to get it checked out? It's so powerful that you can hear them preaching over speakers that are turned off, on your phone and if you try to make a call on your cell phone it makes weird noises like tuning in a radion with distortion.
So aggravating, but maybe it's normal, just thought I would ask if anyone has any experience with that.

I think its normal if you are within several hundred feet. I stayed in New Mexico for a while and there was a radio station just across the street. I had an 8 track tape player that would pick up the broadcasts from the radio station. I had fun telling my friends that I converted the tape player to receive radio signals.
