Creative bookeeping. California. You were saying? Hurricane Sandy relief. You were saying? etc/ etc. etc.
Its not creative anything. Certain states are wealthier and their citizens pay more in taxes. Many poorer states like Kentucky get more back from the federal government than its citizens pay in federal taxes. Its ironic, that most of the poorest states are red, yet they willingly take federal dollars.

The Roads were awful this morning and none of the main roads had been pre-treated. Some counties are proactive and get ahead of the weather and others wait until it is to late. Unfortunately Laurel County waited this time until people were in ditches and wrecked all over the place then tried to get a handle on it. By doing this is slows them down by having all the traffic and wrecks in their way. It would also be a huge help if a lot of the drivers around here would learn how to drive and slow down and leave plenty of room when it is slick. Fact is it doesn't matter what you drive you can't stop on ice so you better be crawling and have a lot of room around you.

Road department has done an excellent job. Most accidents are caused by people who can't drive when it is sunny and 70 degrees.

Didn't say they had did a bad job just could have pre-treated a bit better. Bad driving is definitely the biggest problem.

Slow down. They drive like that all the time. Like they're going to a fire or something.

It is creative since they do not include all federal outlays such as salary or pensions for our bloated federal government. They are only counting direct payments to individuals. They also exclude payments for federal benifitts and purchases.
