What is you definition of a "overwhelming majority"? If you look at the measures' tally, the Dems were split about 60%/40% on the measure and the Republicans were 98%/2%.
The "majority of Congress" that you cite was, primarily, a Republican majority.
Slice and dice it any way you want- the numbers were 296-133 in the House and 77-23 in the Senate. To me that spells majority. It also makes me wonder why anyone thinks GW Bush was so smart he could fool 373 members of congress of both parties.

You got it right. They gave the green light and voted to fund it, which they have continued to do. If you will recall in 1975, President Ford asked congress for funds to provide direct military support to the government of South Vietnam to fend off the advance by the North Vietnamese (as promised by Nixon to get the RVN concurrence with the Paris Peace Accord). Congress said no, and the President was hamstrung. No military support, no further Vietnam action- just like that.

Because he scared Americans. Seems blaming it on terrorist is what he runs back to when all else fails.

I gave him that much leeway because I ASSUMED he knew better. The buck stopped when he wanted "unlimited" authority under the Patriot Act. Congress wasn't that far gone and had enough brains to put a time limit on that.

So what were his objectives? And did he achieve them all?

As for Vietnam, are you claiming the end result is what the president and Congress wanted? Or was it simply a loss due to attrition?

Bush used the strike that he allowed because he ignored all warnings to give him excuse to illegally invade Iraq and we are all paying the price now.
