Survey: Cities face spending decisions as union concessions won't offset cuts in shared revenue
Many Northeast Wisconsin cities accept that they will have to cut spending to offset losses in state revenue, but would like state legislators to work with them to reduce a significant gap between savings they can realize and cuts the state will hand down to them in its biennial budget.
