I think he is doing a horrible job, He dont listen to nobody. He is running this city into the ground like he is his business and Kirk has only been on the job for 1 yr. Is he another Obama? Im beginning to wonder. Ask him to do something that is according to law and he refuses then threatens not to overlay streets that so desperately need it. He used to be a friend to me and my family too, but he has lied. He used to be a friend on my facebook but he took himself off because he didnt like the truth I told him. Be specific, he's no Obuma, thank the good lord there's only one of them, maybe you have no idea what that job entails and just didn't get what you wanted! Give specifics and then maybe you'll get the answers you want

Trust me I know what the job entails and specifics arent necessary, show this to Kirk, he will know what its all about and who I am. Thats if he doesn't lie to you like he has to me and many others in Kaplan that are fed up with him. Its a shame only one year in office and many people are wishing he wasnt the mayor. When he was running for councilman at large and Ms. Linda as Mayor, Mr Charles, Mr Jerry, Mr Brent and Mr Kevin all stated, "Old Time Politics will be a thing of the past." Well Kirk has shown me he is back to old time politics. And I hope your right about him not being another Obama. I am not against you Mr Bob, I dont know you personally, You asked and I answered. I know talking to him in his office dont do any good. He has stated he is the mayor and does what he wants. Well I can vote for you or not and seeings how he is handling it I will chose not to vote for him the next time.

Unfortunately being specific would bring other people into it and it wouldnt be fair of me to do so,If they want to post, their facts they can, I have been around, seen and heard from the mayor not just those incidents that happened to me but other things in the city.

There is a difference between opinion and accusation. You made an accusation and was asked for facts on what happened to you not other people. No one asked you to name names. Did not say he was a bad person? You have compared him to one of the worst presidents ever, called him a liar and have accused him of not following the law, so by saying these things were you calling him a good person! Also, when you speak about someones Business you better be able to back up your statements, especially on a public forum in print, you could be hit with a libel suit. Keep up the Good Work Mayor!

Local concerns, Fuel adjustment rates are going higher and higher, I dont understand why. Slemco charges a flat rate going by there clause, so why do we keep getting different rates each month?
We wont be able to get solar panels here in town, I had a company come out to give me a quote(same company a friend of mine used in Milton) price was twice as much he paid, plus he has 800 sq feet of home then I.Solar companies have to talk with Town Hall to get permission to install them...Why its your Home
Mr Champange please do something about this,bad enough our Teenage kids have to hang out on the BLVD. on the weekends to have fun. With all the fuel adjusment coast maybe build a rec. club for them

Education is never lost so let’s have at it: All electricity providers across the United States are allowed to recover (pay for) the cost of them buying natural gas or coal to generate electricity. The cost especially of natural gas fluctuates from day to day hence the different fuel adjustment charge each month. The City of Kaplan gets the fuel adjustment chare that it must pay to its supplier which is fractionally divided to a 0.035 cents per kilowatt charge to each customer, and the City passes on the fuel adjustment to you making no profit.

If you think SLEMCO's towards 4 cent per kilowatt, you beter thank Mayor Champagne not to be on Entergy who sometimes has had an over 10 cents per kilowatt fuel adjustment charge that I once saw on Chaneau Road. Supposedly the producers of electricity like SLEMCO can pass on what they call a small administrative cost added to the fuel adjustment. While no one can get them to admit it, more than one opinions are that they may be making more profit from such than the contract sales, since who can believe that it costs 3.5 cents of fuel to generate one thousandth of one watt of electricity? If we are to believe that it costs 3.5 cents or more per kilowatt to produce one tiny kilowatt of electricity, then the generators producing the electricity must be grossly inefficient, right? Unfortunately none of us can do anything about fuel adjustment charges, not even Mayor Champagne, since the fuel adjustment charges are allowed by the Federal Government.

And by the way, the City cannot prevent anyone from installing solar panels, but the City must inspect the solar panel switching so that the home does not burn down and also does not damage to the City electric lines. Hey, if you have solar panels which generate considerable more than you use, you have the right to sell your excess to the City, SLEMCO, ENTERGY, CLECO, or any power grid that serves you. Excellent post, people like transplant only think they really know whats actually going on, if they would only research what they think they know they would not un-necessarily trash people like our Mayor. You shouldn't slander the man and his family

So the price of Natural gas has been @ a low over the last few months? natural gas prices go up during the winter months because of Federal standards.IT is sad to see that fuel adjustments cost almost as much to put a meal on the table for your family each night.
I Have worked offshore for over 20 years and see what oil companies do, morning report, natural gas price down, choke back limit flow. And we the people that are left in the Town of Kaplan have to suffer?Sad to see a City that once thrived go to a town, dont you think the city of Kaplan could have saved the rice mills? The mill here in Town that We have paid for many of years, why didnt the town put a claim on it? Let me guess it cost to much to run, but in the long run the town might become a city agian with jobs and not have to travel for work

Your point about natural gas from time to time being sometimes lower is correct, but SLEMCO and others generators of electricity really buy huge amounts of fuel and they have to plan ahead so they cannot buy from day to day. What they do is sign contracts for the purchase of natural gas and coal at the market price at the time it is contracted for and thus average their cost in increments of one year. That is why sometimes fuel adjustment do not go down strictly following short term natural gas and coal prices. All of us would like to be able to buy at the cheapest day to day prices, but that simply cannot be done because SLEMCO and others have to have a huge contact supply to be able to operate 24 hours a day without running out of the fuel they need to continuously keep producing electricity.

On the issue relating to the closing of Kaplan’s Rice Mills: The Old Kaplan Rice Mill owner shut it down upon retirement and was going to sell it to a company who would have built a sugar mill, but it burned down due to a welder’s spark days before it would have been sold. The Kaplan family owners of the Liberty Rice Mill built a new rice mill and circumvented the City as its electricity supplier by getting its electricity directly from SLEMCO, to save money but they were losing so much money that the Kaplan Family shut it down and part of it was sold to the Company who now manufactures building roof bracing trusts. Now as much as we would have all liked for the rice mills to have continued, the City never had nor will the City ever have any control of what any private property owner does with his property, and chooses to close and sell out. First the City could not afford to buy any business losing money, and if the City was to own a private business enterprise, it would be subject to lawsuits and judgments that are not enforceable against public property of a City. WOW !!!!! How very refreshing to read INTELLIGENCE & SENSIBILITY on this Topix site. How very refreshing that someone in the public understands the ENTIRE concept of utilities. THANK YOU for that.
p.s. IF ONLY the people of Kaplan would take responsibility for the energy efficiency of their homes, in order to see better bills, than constantly criticizing their officials about it.

You are correct, this post is some of the best i've read in quite a while. The point is you can't always point your finger at the Mayor or any other elected officials every time you don't get your way or things don't suit your way of thinking. Good accurate info in this post, excellent
