Da panty thief is really a sick sex pervert isn't he? Trying to circumnavigate the law he is at it again. Its proof that these people are untreatable. Something happened along the way(childhood) to create someone who's view of sex and women gets distorted. As soon as he tried to hide the fact that he was a sex offender he should have been thrown in jail. If he succeeded in creating a rental can you imagine what his sick mind was planning? These people tend to graduate to more serious sexual deviation like murder to cover their tracts.

The panties were only an early manifestation of his sickness. He was preparing to sexually assualt numerous women. It wasn't great police work, or his PO that caught him. It was complaints from his tenants. This guy is incorrigable and not amenable to rehab. Put him in a cell with Lankford, and let them go at each other for a few decades. Put it on HBO. Make some money off the two of them. Just put him away for good!
