If no EIS is going to be imposed then I can see why the legislature, environmentalists,
special interest groups, & the State Supreme Court is made fun of in the rest of the U.S.

The most common trigger of an EIS in Hawaii is the use of State or County Lands. So any improvements to any harbors would likely need an EIS. I believe this was the issue with the Superferry.

Maybe if you worked faster and didn't milk the clock you could work shorter days! But where would the overtime be in that huh?

CLUELESS , i can tell you dont know what you are talking about, HUH.
there is not much job(s) that can be milked to make overtime.
