"If the city were to borrow $2 million to upgrade the plant partially to solar power, it would save $50,000 per year in today's dollars."

Has anyone on Sedona City Council taken a math class? This is a 40 year payback? The solar cell's life cycle is how long?

How about paying down some of the current debt before throwing the taxpayers further under the bus.

I doubt it was done, but I wonder if it was studied, by retrofitting the wastewater treatment plant from aerobic to anerobic, taking the gas, mostly methane and hydrogen and then scrubbing the off gas and running generators to off set the peak demand of the treatment plant? It has been sucessfully done at some plants in Florida. The cost savings here is when the generators are used. Usually power during the peak use times of the day noon to 5-6 PM are higher than early morning and at night. Use the generators during peak demand and peak power rate to lower the plant's electrical operating costs.

There are more cost-effective alternative power solutions than the one listed. Someone or perhaps an entire board needs to spend a bit more mental resource researching what the best cost-effective, highly efficient and Earth-friendly choice may be. THEN move forward.
Unfortunately, when it comes to budgeting, politics, etc, some rope bridges are crossed before they are securely tethered.
Understandable, yes- but when it comes to spending this much time, energy and money- there's a lot of waste if the details are not considered sufficiently and then squared away.
