George Marcus Violates Kansas Campaign Law

George Marcus ran an illegal campaign website throughout the last election cycle for local office. The Kansas Ethics Commission expressly states:

If the web site, e-mail or other Internet communication expressly advocates the election or defeat of a clearly identified candidate for state or local office, then a "Paid for by" or "Sponsored by" statement must be provided.

Mr. Marcus is the registered owner of jctaxpayers.com ( http://whois.domaintools.com/jctaxpayers.com )

At no time has the website " jctaxpayers.com " ever included a "paid for" while Mr. Marcus consistently updated podcasts and promotional videos for his campaign, including endorsements for Scott Johnson and Jack Taylor.

If contributions to the "JC Taxpayers Association" were greater than $500 total or any individual contribution was greater than $100, all contributors must be listed on Mr. Marcus's campaign finance report.

In addition, "in kind" contributions must be listed on Mr. Johnson's and Mr. Taylor's CFR's as well if they were aware of or participated in the creation of any marketing that expressly endorsed their candidacy. These include but are not limited to:reviewing material before it was made public, editing or reviewing scripts, asking for changes to be made after the fact, or giving permission to the creator.

If Mr. Taylor and Johnson express that these were independent expenditures (which would be a hard pill to swallow as they all campaigned together) any collusion with Mr. Marcus is a blatant violation of Kansas election law and they should be asked to step down or do so on their own accord in the interest of the community. We have one crook that was voted out, we don't need two more sitting on the commission.

Call Jana Atchison at the Kansas Ethics Commission or email: [email protected] to demand a full investigation of these egregious acts.

Ok smart ass!! I think that Johnson and Taylor have more ethics than any of the others on that commission. I say shut up and lets see what they can do for us!!(meaning JC Tax paying citizens) Do you even pay taxes on anything??

Of course I don't pay taxes. I have a "tax exempt" hat that I wear so they don't charge me taxes.

As a community we have "shut up and lets see" for too damned long.

Ethics in JC? You can't violate ethics in one part of your life and be expected to uphold the ethics in the rest of your life.

Remember the following we, in Junction City have the highest mill levy and lowest per capita income in the state.

I don't know if I can agree with your opening statement.

By combining his resources with those of his cronies, and many of them having the financial backing to make things happen, I would humbly submit that the site was, as stated in the opening of this thread, a political machine.

The Kansas Ethics Commission expressly states:

"If the web site, e-mail or other Internet communication expressly advocates the election or defeat of a clearly identified candidate for state or local office, then a "Paid for by" or "Sponsored by" statement must be provided."

Had Marcus used this site solely for his own campaign, then I believe you could be correct.

Marcus used this site to campaign for Taylor and Johnson.

Ethics violation.

As an individual George can do whatever he wants. As a canidate he must follow the law. The law says he must provide a "paid for" credit and if he paid more than $100 to maintain the site, or create the material on the site (including the computer used to maintain and update, the camera and any adio equipment used) he must also include it as a campaign expense on his campaign finance report and any contributions to him for the JC Taxpayers Association must be listed as campaign contributions since they funded the site.

He broke the law. There is a posibility that Jack and Scott broke the law. Knowingly or otherwise, ignorance is no excuse. It needs to be looked at by the Kansas Ethics Commission. If they find any wrong doing it will be handed over to the AG, if not great.

I dont mean to sound disrespectful to anyone that finds this to be a big deal but dont we have much bigger problems than some website containing a disclaimer that says "Paid for by" or "Sponsored by"?

I have read this article several times to see if I am missing something.

Are you kidding me??? With everything that we have going on with our former Mayor and Commissioner, you want to quibble about George Marcus? Perhaps, while the attorney general is "looking into" this, he can look into a few other things, too, like where $63,000.00 of tax payer money has gone with no explanation, exactly what happened with the Opera House funding, whether or not Rod Barnes has hired his partner to a City post, the list goes on.

No disrespect Mr. Dreamer, but when did we become a country where it is ok to break a law if it is just a little one? Or one you don't understand?
We are a society build upon laws. If you break them you should be held accountable for your actions.
George chose to run for office. When he filled out the form, paid his fee and named a treasurer he became subject to the Kansas Statutes that govern elections. Just because YOU don't understand them does not mean he is not obligated to live within them.
Would be ok if Mick only took $100? Would you fail to see why it is a big deal? Do we have bigger problems? Yup. But if a building is on fire it doesn't give someone a free pass to steal something out of the window. The owner of the building has bigger problems, but he was still stolen from.
By violating the "paid for" clause there is a host of other campaign finance laws that come in to play and have severe penalties, some including jail time.
We have two sitting commissioners who campaigned with him and were endorsed on the same website. There is a large exposure for these two. It needs to be looked into by the KEC or there will forever be a stain on their continued service.
George, Scott and Jack's finance reports should be looked at, as well as Mike and Mick's, but it is George who blatantly broke the law.
Simple as that.

Scott Johnson did not honor his dying family members wishes and choose to not pay their $750,000 donation. He is costing the tax payers $65,000 a year in debt service for what had to be bonded out. One million dollar grant didn't come through. One $500,000 grant didn't come through. A few other people decided not to pay what they pledged. Just under $3,000,000 had to be bonded Rod's partner is not on the payroll, though I think he is volunteering some time pro bono. He is a historical architect after all and could be very useful for historical tax credits.

Not one of your complaints was about someone BREAKING THE LAW. Poor George or not. If you do the crime, you should do the time (or pay the fines).
