Okay, here's how executive orders work.

The Supreme Court can overturn an executive order if it's brought before them as a case.

Congress can NOT directly overturn an executive order, however ... Congress can pass legislation to block, or deny funding for said executive order.

[... which btw, GuestX is what happened in the case you presented as an example of what you think is a 2/3 overide vote. That is not the case, that was a vote on a bill to block the pay freeze EO. It passed the House (coincidentally by 2/3).]

Even if Congress blocks an EO, the President can then veto their block ... it is at that point that Congress can overide the President's veto, but only on their blockage bill.- which leaves the EO in tact, but blocked.

I hope I broke that down in terms easily understood.

You're right the two thirds vote comes after the Presidents veto, I was wrong and willing to admit it. I guess I need a little spoon feeding myself sometimes LOL! And I also will apologize to FemaRegion6 for arguing about it, my bad man.
The fact still remains that EO aren't absolute, there are ways to counteract them.

Even supreme court rulings are not absolute.

In a legislative Democracy, the "checks and balances" are tainted.

Snot a problem, it is hard to get it right, when they have been doing it wrong for so long.

I do love the American people, the know a little of somthing and a whole lot of nothing. One would think by this thread 1/ 2 are senate and1/2 are supreme court right here! Lol

I really don't get the hysteria that came about from the president's Executive Orders in reponse to the renewed concern about school violence. I read the 19 points of the his EO and thought this is what everybody is all worked over. I think the the fact that he didn't elaborate on what steps he had in mind left some thinking he was going to try and use the EO to somehow try to stop gun sales. I think most people, myself included, didnt really know much about the critera for EOs and what powers it did or did not give the president. Knowing that President Obama had taught Constitutional law and the he was very aware of the passion that the mere mention of gun control brought to the surface, I couldn't imagine him doing anything that would wratchet up tenions. After they were published they turned out to be no be deal as far as I could see. It did serve to get a lot of citizens much better informed on the powers of presidential executive orders.

Arusha District Commissioner, John Mongela officially opened the forum on behalf of the Regional Commissioner.

Pauline Elago the Country Director Trade Mark East Africa (TMEA – Tanzania) noted that civil society organizations play a significant role in expanding opportunities derived from regional integration, safeguarding human interests and remains an important pillar of development and regional integration in East Africa. She was glad to note that TMEA provides support to a partner among which is the Foundation for Civil Society.

Participants were keen to identify issues of the EAC with their roles as CSOs especially in communicating new trends in the EAC integration and building confidence among citizens fearing the integration process.

TMEA commended the EAC for the establishment of the PSO/CSO framework, which is an important milestone in the Private Sector Organisations (PSO)/CSO participation and involvement in decision making process.

TMEA has also established a regional challenge fund that will further cement the partnership with private sector and civil society in developing innovative ways to develop trade in goods and services as well as encourage information dissemination and engagement of East Africans in the EAC regional integration
