Register your moniker. That's all you need to do. Then no one else can use it. You cannot keep people from posting under than name otherwise.

I already reported you 4 times. I have received an email from Topix stating,

"Your use of the username 'BelinKS' is acceptable to use per our current TOS. Anybody can use any username that is not on our disapproved list. Many people may use the same username and it is acceptable per the TOS. If people register a name, that only means they have registered a username, however that would not keep anyone else from using that same username unregistered. We at Topix do not stop someone from using a username if someone also claims it. That is not our long standing policy of free expression. What about my friend, BelindaKY? What if someone uses her name too? I guess she can't do anything about it either. Geez Laweeze!
