I understand but like most things there are more than one solutions to a problem. My riding mower has a discharge shoot on the right side but it also has mulching blades that propel the clippings up to be re-cut many times before they are discharged. This along with re-mowing will reduce the clippings to a finely shredded grass clippings that will decompose easily. For those without such equipment just point the discharge shoot away from the street and the city storm drains will have a better chance of working the next time there is a large rain in the neighborhood.

My push mower is a non-discharge mulching mower with a bag attachment for the fall leaves..

Just be glad you don't have to deal with booze containers and any kind of crap you can imagine being thrown all over the neighborhood by the crackhead bastards tearing up and down the street in their crackhead trucks like we do here. Grass clippings would be an improvement.

There is a code. Residents are required to keep the gutters in front of their houses clean. Blowing lawn or yard debris into the gutter is a violation. It clogs the street drains. If caught, they will be warned and fined.

My idiot neighbor was blowing his clippings in the street yesterday, so I started shooting him with my son's BB gun. Guess he thought it was bee stings because he ran in the house and came out with a long sleeve shirt and pants on! He never did figure it out! Didn't stop him from blowing grass in the street, but it sure was a good time!
