Woman accused of rubbish rummage

Two weeks after sanitation workers removed tons of refuse from the home of Chandan Vora, the woman known as Johnstown's bag lady was charged with loitering after city police found her rummaging through a neighbor's trash.

I thought that once somebody put out their trash it was fair game for anybody and no longer belonged to the original owner.

That doesn't mean they won't try and get you for something. Notice she was charged with loitering, not "going through trash".

I don't mind if someone takes things put out as long as they don't make a mess. My big thing is that she came on my property (back part of my house) and took 2 huge bags of aluminum for recycling (probably worth around $50).It wasn't out for garbage on the curb! This was the 2nd time at a different residence !

Someone needs to put that woman out of her misery. She gives this town a bad image. It is a shame I have to look at that dump everytime I stop at Mcdonalds down town.

I don't know why they let this go on to long she's not even a legal citizen in the United States she has a Green card so what she don't have to file taxes, she is concidered an Illegal alein she should be known as a trash lady not bag lady.
