"Cat Tails, Inc," an all volunteer organization received an annonymous e-mail alerting us about cats who are starving to death in the Patuxent Institute Prison. Several inmates were caught feeding the cats and were punished by administration by being thrown into the "hole!" The inmates and staff are witnessing cats crying out in hunger and have even located several DEAD cats! The staff and especially the inmates, are being emotionally and psycholigcally tainted, which is NOT helping the inmates with their path to recovery! This also poses a health issue due to DEAD UNVACCINATED cats being left on the compound grounds! See e-mail below!

My dilemma stems from a moral, ethical issue regarding my job and cats. I have been working at Patuxent Institute at 7555 Waterloo Rd 20794 in Howard County for the last 18 years. I have dealt with this same issue before, approximately seven years ago, when the Institute was appointed a new warden," Patricia Johnson Goins." Ms. Goins still reigns as warden and Ms. Goins hates cats, but takes it farther than a personal level by creating regulations that prevent aiding these domesticated animals in any way. I.E. my problem. I am unable to correct the problem as I did before at this point, that is, I had removed the cats, all 18 of them and relocated them to a farm sanctary.This did not occur without a war of ideas, values, morals between the administration and multiple staff and civilians and my job was put on the line then as well. In all, it eventually came out in the best sitution possible for the time. My problem now is someone dropped 3 pregnant cats off and they had the kittens inside the compound. These animals unfortunately do not have the support the last group had, meaning the previous cats were spayed/neurterd, shots and dewormed by the staff and civilians who worked at Patuxent. A group of staff and I have been locating and removing the animals out in secret, in lunch bags, coats etc... The Adminstration found out and a order was written, and given out with the following "anyone assisting, feeding, tending to and helping in regards to the cats would be delt with administratively and santactioned accordly. It is in the category of INSUBORDATION, which could result in termination." The cats are sufferring as a result of starvation and cruelty of the institution. As a officer and pet owner, I have strong convictions about helping these animals, and I believe that these sanctions are a result of the administration in power using their positions to project their personal beliefs and views on their subordinates in disregards to animal welfare and the laws that protect that. I am requesting that provisions be made to remove the cats humanely, as the current cruel and unethical methods are resulting in the death of the animals. I need assistance from lawmakers and outside agencies to ensure the care or removal of these cats and to see that they are humanely dealt with. I am requesting a reply with information regarding this matter, whether this is within your power or if other agency could assist.

another do gooder . prisons arnt for cats dear. they are for punishment. crime.

and we need to build more of them. commit crime and you do the time. no more softie approach. it doesnt work. no more early parole, it doesnt work. chain gangs. thats he only recreation i would give them. friggin liberals are all the same.

are you that ignorant the cats didn't commit a crime. It has nothing to do with being liberal it has do do with having a heart of which u obviously r missing. IGNORANT! Go do a pushup or something fitness guru

lady,:you are heartless. She said nothing about the inmates not doing their time!!!! Yes they did something to put themselves in this crap hole they call a treatment facility, work your way back into society!? She simply wanted to get strays out and safe. As for doing time in prison, there are ppl doing their time, and that's what prison is for.!!!!!!! Not to beat them, treat them non human. The ones who can't act right, well theres special condiments for them,,, not all ppl who are behind bar's are bad ppl, even if they have made a mistake as a young adult!! You are justvas Ignorant as the warden!!!!!!!!!

This is all a lie to try to make the administration look bad. Employees do not want to be subjected to stray animals and are afraid of cats. As a result some employees opted to take the cats home. You are feeding into the lies of a disgruntled employee.
