I am a retired officer from MD. DOC and I can tell you for a fact all they do is cover up everything they can and hope it will go away. If the public knew all the shortcuts DOC took and how unsafe they make it for the offcs. they would be up in arms.They cut staff and give you more inmates and more work, look at how many offcs. have left DOC in the last year and I mean veteran offcs., they are leaving because it is to unsafe to work in that enviroment and DOC does not care about the offcs. its cheaper to pay injured wokers comp. then to hire the needed staffing. I think you have it figured out as far as it will get. Someone assigned him out for his safety w/o documention and then another -hopefully merely unaware of the situation-re-assigned him back while there was still real and present danger.
