BIA says new rules don't apply to area casino plans

If any one of these casinos open, I would argue that the agreement between Nm and the tribes is null and void. If the state cannot regulate the numbers, do what Montana did, open it up to everyone. Hundreds and hundreds of places to gamble in Montana. I use the term"places to gamble" because most are too small to be called casinos. Most convenience store seems to have slots. In Billings alone (population 100,000) there are over 30 casinos.
