Back on topic, its looking like the trooper made some enemies too close to home, probably even a neighbor.
OHP still wants to keep his identity a secret so they dont seem to think it's a random act.
When you pizz people off they tend to remember.

Story is that the trooper did some things he shouldnt, and when you are above the law justice comes in a form that is sometimes outside the law.
