Does anyone know the rules about brothers and sisters sleeping in the same bedroom? Is this something that needs to be reported to child protective services?

They're allowed to sleep in the same room until puberty. It's a pretty much "common sense" and judgement call on the behalf of the custodial parent. There is only a rule about the parents having a door to their own bedroom to separate themselves from a childs room. But that's about it.
