Comments on Walker County DHR Family Services/Child Protection

For those of you who have had dealings with the Walker County DHR Child Protective Services/Family Services:
Could you give your feedback/opinion of
- the staff
- their professionalism
- their organizations skills
- their integrity/ethics
- responsiveness to requests
- treatment/respectfulness of others
- thoroughness of investigations
- any other issues not mentioned here
Any problems? Any suggestions on what should be done to change anything, if necessary? What rating would you give this division, overall?
If you feel more comfortable leaving your name out, that is fine, and understandable. My group is seeking honest feedback to assemble for a presentation to the U.S. Department of Health and Human Services, which is the agency that provides federal funding to DHR.
The DHR is under an ongoing Program Improvement Plan (PIP) for staffing/training issues.
Your honest, well-thought feedback will mean a lot in preparing a factual report from Walker County citizens.

i do agree that something has to be done about the timelyness of which most case workers deal with dead beat parents. if your not calling, e-mailing & constantly on them, than your child will suffer for it. but in those workers defence also, the laws for dead beat parents are way to lenient. most of the things taken from them, such as licence, passports & such, these people have already lost or it holds no value to them in the first place! our government is trying to figure out how to get out of dept well, if parents just received what they are due then most wouldn't have to go on welfare or aid of the government. which would save this country millions if not more, but instead the struggling parent has to count that money as income and suffer yet more from it! i am struggling & tired & my children have made excellent grades & have worked hard to goto college! but, because of this so called income that i DON'T receive we will keep struggling, while he draws peenies and receives grant money to go back to college! and we wonder why this country is in trouble. oh, & a night or two in jail doesn't bother most of them, but i know it helps my feelings alittle. ty

They shouldn't put children into a home with too many foster kids and then collect insurance when that child dies from THEIR negligence. Especially when there is a family member ready and willing to take the child. How's that for a start?

What about shoddy, so-called "investigations" where the workers listen to one-sided hearsay, but write it down in the case file as if it is verified fact, when it is actually nothing more than a bunch of made-up trash talk & slander? Then this trash gets presented to the judge, who goes along with whatever these fat, lazy DHR witches say, just because they work for the DHR (not because they are qualified or have actually done the job they're supposed to do)?
What about court hearings being held without the parents being notified?
What about the Walker Co. Juvenile Court secretary and judge not allowing people to have affidavits of hardship, and/or jacking them around after they complete & submit them, and not allowing them to have an attorney represent them? I know of several cases where this was done, and the parents were actually victims of abusive non-custodial parents who were misusing DHR to gain custody of the child because they didn't want to pay child support anymore and they just wanted control.
We've got a problem with the process of the investigations and corruption with the Protective Services division of the agency.
People are too afraid to come forward to talk about what's been done to them. They are so traumatized and fearful, they don't know who to do go or where to begin with explaining what has been done to them & their family. Not everyone accused of abuse or neglect is guilty.
Accusations ARE NOT the same thing as proof. We have a right to fair, unbiased investigations and to due process of the law. This is just not happening in Walker County.
If you or a family member is involved with a DHR case, know that there are VERY SPECIFIC policies they must follow, and don't let them fool you into thinking that you have no basic constitutional rights. Look up their policies and get familiar with them. Contact the Alabama Disabilities Advocacy Program (ADAP) in Tuscaloosa to report any failures to follow DHR policy by any agency employees or contractors.
The DHR stopped trying to follow their policies as soon as they were released from federal oversight in early 2007. They need to be back under federal control. ADAP is the place to report DHR wrongdoing. By coming forward and sharing the facts with ADAP, you CAN make a difference.

What about DHR Cullman ? Making slanderous accusations loud in court in front of the Judge, will not reveal the source just that there was an allegation that was made and needs to be investigated. Said it just to sway the Judge not to allow us to visit or obtain custody of grandchild in their custody.Sick people who care only about themselves and not the children they pretend to care about.

You should file a complaint with the U.S. Dept. of Health and Human Services Region IV office in Atlanta - Office of Civil Rights (OCR).
Also, contact the Alabama Administrative Office of Courts - Attn: Robert Maddox, who is a staff attorney w/ the Juvenile Courts division. Mr. Maddox is heading up a federally-funded Court Improvement Program to revamp juvenile/family courts throughout Alabama, and he really wants for people with input like yours to contact him to explain situations just like this.
You need not fear speaking to any of these people. Contacting the state DHR won't do any good. So don't waste your time there.
Definitely don't suffer in silence. The courts belong to us, the citizens - and they need to be taken back over by the citizens. The only way our voices will be heard is to contact people like ADAP, HHS, AOC and the U.S. Dept. of Justice.
Please - consider putting your thoughts down on paper, and submitting them to each of the agencies mentioned. HHS has a complaint form on their website. If you do a Google search for "Health and Human Services" & "OCR", you'll find the site where you can download the complaint form.
Spread the word to anyone else you know who has experienced wrongdoing at the hands of these fraudsters & bullies. These are people who aren't even trained to work as social workers, who are actually practicing law without licenses! They have NO IDEA about federal laws or basic rights, and that should be the FIRST thing they learn before their ignorant carcasses enter a courtroom!
They are destroying families - and they will destroy a person's life, just based upon the simple fact that they don't like their personality! But we have recourse against them by contacting the agencies I referenced in this post.

Did you have an attorney, and did your attorney not make an objection to that comment on the record?
If you did not have an attorney, were you ever told that you did not need an attorney - or could not have an attorney to represent you?
You should explain this to the agencies I mentioned. If everyone with experiences such as this contacted these agencies to report what happened in their cases, then we could force changes.
We've got to stop allowing fear to override the need for justice and reform!

They continue to destroy families by not verifying information and keeping parents in the dark about secrets and secret agreements no one will tell you anything about. I know a grandmother there stole her grandson from his parents in this county because she knows the system as a part of her job in the school system. she was able to get BOTH parents who for different reasons charged as unfit by the child protection services.

MY GRANDSON IS 2 AND I HAVE HAD HIM MOST OF HIS LIFE. BUT HIS MOTHER AND FATHER GOT HIM BACK ONE YEAR AGO. AND TWO WEEKS AGO I HAD TO STAY A WEEK IN THE HP WITH HIM HE HAD BEEN BEAT WITH A BROM STICK AND HAD BEED HIT IN THE HEAD AND ALL OVER HIS FACE! PLUS SOMETHING RAPRD AROUND HIS NECK TO THE POINT OF IT CUTING INTO HIS SKIN! AND WHAT LOOKED TO BE BURNS ON HIS HAND AND BACK! WELL TO SOME IT UP DHR PUT HIM BACK IN THE HOME AND NOT ONE OF THE WORKERS EVEN LOOKED AT THE PIC'S HE HP ER HAD TAKEIN OR ASK THE DR. WAS HE ABUSED. AND COME TO FIND OUT THIRE WAS AN ON GOING CASE AT THE TIME ! AND THERE AS BEEN SO MEAY CALL ABOUT THIS! AND NOW IM THE BUY GUY.AND CANT EVEN SEE HIM! HELP ME !!!!! PLEASE SOMEONE HELP ME SAVE THIS BABY'S LIFE !!!!OH AND THAY HAVE NO JOB'S AND ARE ON DRUS ,DONT PAY RENT SELLS THE FOODSTAMPS FOR DRUGS WILL NOT FEED THE 2 YEAR OLD CALLS HIM A FAT ASS MOUTHER FU....!

Sounds to me like it's Judge Allred in that case. He's the juvenile court judge.
Before he was a judge, he'd never handled any Family Services (CA/N - child abuse or neglect) cases as an attorney. It was not a wise choice to support & elect someone to serve in a position in which they are responsible for making life-altering decisions that will set the course of the children's (and their families') lives.
Contact the Alabama Administrative Office of Courts, and have them direct you to the Juvenile Division. Ask for Robert Maddox.

I have a close friend who has been in an abuse case that happened to her son.He was sexual abused by a relative. This was also investigated, supposedly, 2 years prior to which nothing was done except the relative was placed on a 5 year watch. It is now a year later. The child spoke to 2 of the DHR workers and was interviewed by a specialist. All of the allegations are "under investigation" . This relative walks the streets with no restrictions and is allowed by the court to be able to see the child until a final hearing. My friend calls and goes to the office all the time and never gets a call back from the case worker. I am shocked. This little boy was abused and there is not anything written up for a restraint order and he is not in jail!! Is this a common situation? Its scary. And how many workers are there? Their job is to protect the kids and they won't even communicate with the mom?

I experienced the same situatuon. Sexual abuse was told by my daughter to 2 DHR workers and a forensic examiner. she was also seeing a therapist and she spoke to her about it. i was never in the room during interviews but somehow i coached her! Bull crap!! so now she had to go, unsupervised visitation and was found not guilty. She cries everytime she has to go and it breaks my heart. does anyone know how to check and see who is on a 5 year watch? the case worker was really close to the grandfather, which my daughter told me that she made a "visit" to his house and they were taking a vacation. sure enough , 2 weeks later, he went on a trip by HIMSELF he says; interesting huh! Things happen here and people have went missing when they were linked to questioning the system. It's sad. does anyone care to comment on whom their worker was, if not, i understand. She never returned my phone calls and never did a safety plan. And let me add he was on a 5 year watch for allegations that he hury her before this, which his visitation was suspended. then 8 months later, out of the blue before our court date, he gets unsupervised visitation. Very sad that this is who is to protect our children.

I have tried to report a couple who have a small infant in a bad place with no water no power and doing drugs and have big dogs inside the floors covered in urine and dog crap and the smell is horrid!
for some time I have been trying to get smeone to go check on that BABY!!
... its freezing outside. what is the hurry!!!
There slow and should have already knocked on the door and tried to find out whats going on. SAD!!!!!

yeah its bad the baby wasn't even given a name like a degree attached to the temperature. These people obviously dont care the mother left the child on a mattress on the floor with fleas and mites all over her aimme brown should be tried for murder for the other childs death and the real faith is sneaking around collecting child support saying she is married to the father dan Brown. I find it disgusting.

You know, a lawyer would help you guys tremendously in your cases.
Borrow and beg for a lawyer. OR Learn the law yourself. I'm sorry, but that's your only two real options. Or you will lose in court.

Call the cops. DHR can't just go into someone's house because someone calls and says something is going on there. People have rights under the constitution. DHR doesn't have more authority than the police, they have less. It sucks when a child is being neglected, but do you really want DHR workers to have the ability to come into YOUR house if someone calls and makes up lies about you? I sure as heck don't. So, call the cops. They have the authority to do something about that. They will call DHR after they see the crimes you say are being committed.
