The controlled drug system in this country is elegant and simple: Doctors write legitimate prescriptions for legitimate medical needs to legitimate customers. A legitimate pharmacy takes that prescription and delivers the goods to that legitimate customer. Period. Anything else is fraud, conspiracy, or criminal conduct.

They were pharmacists. They knew what they were doing would not pass the "duck" test. They did it anyway. They should go to jail.
