Geez'- lets create a commission, appoint at least two paid consultants, call in a couple of ministers, have meetings with lunch and tote bags and six candlelight processions.

Or we could ask any policeman, who'll give you this information for free and add a warning to stay the hell out of those cess pools.

That poverty correlates with crime is hardly news. And even Christ noted the poor will always be with us... but the Gospels still urge us toward charitable action, not smug disinterest.
