CFR: Don’t Worry About Hillary’s Small Arms Treaty

The Council on Foreign Relations says you shouldn’t worry about the United Nations Small Arms Trade Treaty (ATT), which is currently being hammered out at the United Nations in New York.

Opposition to the treaty and defense of the Second Amendment “are not only inflammatory, they are completely unfounded,” the premier globalist organization asserts. Stewart M. Patrick, writing for “The Internationalist,” a blog on the CFR website, argues that the treaty does not endanger the Second Amendment and the sovereignty of the United States.

“The treaty is limited to the international trade of conventional arms, which pertains to the buying, selling, transshipping, transferring, or loaning across borders,” Patrick writes. Instead of endangering the Second Amendment and the right to own firearms,“the treaty is primarily aimed at countries in which rigorous controls and oversight are absent, in an attempt to harmonize and coordinate standards worldwide.”

The CFR steers our attention to a March, 2012, document produced by the United Nations General Assembly stating that the treaty will “Prevent, combat and eradicate the illicit transfer, illicit production and illicit brokering of conventional arms and their diversion into the illicit market, including for use in transnational organized crime and terrorism” and does not impose restrictions on firearm ownership in the United States.

In fact, the treaty would have a significant impact not only on the ownership of firearms, but also national sovereignty.

Earlier this month, Larry Bell of Forbes spelled out the dangers of the ATT, specifically: the globalist treaty will force strict licensing requirements for firearms ownership; create an international gun registry; and mandate that all “unauthorized” firearms (including semi-automatic “assault” rifles) be confiscated and destroyed.

“In short, overriding our national sovereignty, and in the process, providing license for the federal government to assert preemptive powers over state regulatory powers guaranteed by the Tenth Amendment in addition to our Second Amendment rights,” Bell warns.

Since its inception, the United Nations has worked with gun control groups and NGOs. For instance, the UN teamed up with the International Action Network on Small Arms (IANSA) in 1998. IANSA is as an umbrella network to which virtually all national and regional gun control groups belong. It is estimated to represent over 800 gun control organizations in 120 countries. IANSA opposes the use of firearms for self-defense and has worked to make the possession of handguns and semi-automatic weapons illegal. Not surprisingly, in addition to support from the United Nations, IANSA receives funding from the Ford Foundation (in other words, the CIA) and the Rockefeller Foundation.

In 2001, the UN held a conference on eliminating firearms in New York.“At an 11-day meeting beginning July 9 at U.N. headquarters in New York, every extremist anti-gun group in the world will show up at a summit on ‘small arms,’ where the delegates will attempt to create a global standard of gun control, banning civilian fire arms ownership worldwide,” NewsMax reported.

Investigators expose gun control in UN small arms treaty

A team of investigative reporters for Ammoland on Tuesday exposed previously unpublished documents showing that the controversial U.N. Arms Trade Treaty (ATT), also known as the "small arms treaty," includes gun control for private "small arms and light weapons" as U.S. gun owners feared.

Secretary of State Hillary Clinton has been negotiating the treaty at the United Nations on behalf of the Obama administration.

Clinton had assured the public that the treaty would include language prohibiting the treaty from mandating restrictions on U.S. gun sales. But the documents uncovered by Ammoland indicate otherwise.

At issue is a section of the treaty titled "Scope." In a list under the main section, the treaty states that "covered items" include "small arms and light weapons." This section of the original document can be found here.

A statement follows the description of the scope which mandates that each member state (nations) develop a "national control list" that includes the items cited in the list in the main section denoting covered items:

Each State Party shall define on a national basis the above items, taking into account descriptions in relevant UN instruments at a minimum. Each State Party shall establish, publish and maintain a national control list that shall include the items that fall within Paragraph 1 above.

The Ammoland report further states that each nation that signs the treaty will track all weapons movements from the time they are manufactured until their destruction.

ATT has been controversial from the start. Gun rights activists say that the treaty is an attempt by the Obama Administration to implement gun control without having to go through Congress to do so. Fifty-eight senators, including 13 Democrats, have signed a letter in opposition to the treaty.

The treaty also restricts the ability of nations such as the United States to help arm its allies, such as Israel and Taiwan, which are under increasing attack from aggressive neighboring states.

Thus, even if the wording of ATT is changed to delete the section on small arms, critics still have a problem with the treaty due to its mandate to hamstring nations in their attempt to help allies who face increasing danger of attack.

Hillary Clinton has urged President Obama to sign the treaty, and the White House has stated that he plans to do so, as early as Friday of this week.

Foreign Troops to Confiscate American Guns Under UN Treaty

For those who’ve been wondering how the domestic gun grabbers or the United Nations think they’re going to get away with gun control here at home, one need look no further than Article 15 of the UN’s Arms Trade Treaty.

Many American troops are patriots who understand their oaths to uphold the Constitution, so they can’t be counted upon to confiscate guns. But foreign troops are another story.

Article 15 of the UN Arms Trade Treaty, if ratified, provides for foreign “assistance to implement the Treaty,” and mandates that nations who can provide requested support must do so if requested by member nations. That includes legal, financial, technical as well as “material” assistance to enforce a treaty that declares “recreational, cultural, historical and sporting activities” to be the “exclusively” recognized reasons for lawful private ownership, and which further recognizes the “inherent rights” of the State (i.e. nations under the treaty) to self-defense, but makes no mention of the rights of the individual.

Article 15
International Assistance

In fulfilling the obligation of this Treaty, States Parties may seek, inter alia, legal assistance, legislative assistance, technical assistance, institutional capacity building, material assistance or financial assistance. States, in a position to do so, shall provide such assistance. States Parties may contribute resources to a voluntary trust fund to assist requesting States Parties requiring such assistance to implement the Treaty.

States Parties shall afford one another the widest measure of assistance, consistent with their respective legal and administrative systems, in investigations, prosecutions and judicial proceedings in relation to the violations of the national measures implemented to comply with obligations under of the provisions of this Treaty.

Each State Party may offer or receive assistance, inter alia, through the United Nations international, regional, subregional or national organizations, non-governmental organizations or on a bi-lateral basis. Such assistance may include technical, financial, material and other forms of assistance as needed, upon request.

Will foreign troops be going door-to-door to ensure compliance with new gun registry policies, imposed limits on ammunition and magazines, or in enforcing outright confiscation? Joint training exercises conducted between U.S. armed forces and various foreign armies have trained to do just that.

In 2010, the Infowars crew covered Operation Vigilant Guard, a joint training exercise in Chicago, in which U.S. troops drilled with Eastern bloc troops to partner in stopping terrorism, dealing with meth dealers and WMDs, as well as in gun confiscation.

Countless other exercises have taken place on U.S. soil involving similar joint operations for a martial law occupation with the participation of foreign troops:

United Nations Small Arms Treaty Not Dead

Opponents arrayed against the United Nations’ anti-gun effort prematurely celebrated on Friday as the treaty stalled due to member states failing to reach an agreement on revised language in the text. The treaty went into limbo after the United States, Russia and China called for more time to consider revisions.

NGOs and gun-grabber groups portrayed the stall as “stunning cowardice” and a “staggering abdication of leadership” and attributed the supposed failure to the Obama administration.

A nameless diplomat went so far as to claim the U.S. had “derailed the process” and complained that there is little hope the treaty will be revived after the U.S. election.

The U.S. State Department, however, said in a statement released at the conclusion of the negotiating conference that the effort will indeed be revived after the election in November.“While we sought to conclude the month’s negotiations with a treaty, more time is a reasonable request for such a complex and critical issue,” said State Department spokeswoman Victoria Nuland.

The extended timeframe will give Second Amendment opponents time to ramp up their propaganda campaign in favor of gun control following the suspiciously timed mass shooting in Colorado.
