Lol, sounds like some of the math that GH, Info Lady, and others have been trying to get us to believe on how we are going to pay for the JC and pay to operate it.... ha ha ha. This is funny stuff.

Exactly. Scott and Overton County's costs are based off of how old of loans/buildings? Several years I'm sure and the interest rates continue to go up according to GH and the other Famous 10 supporters.

So you are saying "definitely' that the figure of 1 1/2 million dollars "operating" costs include the building payment?

NO, absolutely NOT.

We will have a building payment PLUS (by your figures, I personally think higher) 1.5 MILLION dollars a year to operate it.

Ok..just wanted to make sure I understood you.I believe those figures of around 1 1/2 million should be a good close figure since both similar,and close JC's operate at that level..We will see soon when a study is done.

Shouldn't all of the studies have been done before raising our taxes? That way they would know EXACTLY how much was needed?

Wouldn't have ticked so many people off I can tell you that.

Just a bigger jail would be great.But our famous ten would not settle for that.They want it all and not settle for anything less.If they settle for the jail they would not get half the feed back.

Checking how much it takes for nearby,and similar JC's is a smart way to go.Even a good study does not set it in stone..It will not surprise me at all that the study will be in the same ballpark as Scott,and Overton.

There 'will be' a bunch NEW prisoners to house..

I am telling you !
You default on ANYTHING i.e. credit cards, cell phone, utilities..YOU will be going to jail.
Mark my word
If you have ANY possessions, money, assets, they'll be coming after it.
You just wait.

You think you'll be able to make a call(and some of you will) to get out of trouble
But it wont be like that for long. If you have anything of value, it will be up for grabs.
Tell me you all dont see the buzzardsd flying !

I took some time and read the Regional Jail study from 2010.

I took our proposed number of beds in the JC (163) and used a daily cost of $53.91 (average between a 75 and 200 bed facility mentioned in the report);

Using those numbers the ANNUAL operation costs of a 163 bed facility is:$3,207,375.45.(which is close to what I originally stated it would be)

Using the number that it stated that it costs us now ($55.93 per inmate, per day) makes the ANNUAL operating costs of a 163 bed facility; $3,327,555.35.

So, as you can tell by the Regional Jail study that you have mentioned numerous times, the annual operating costs for the new JC is going to be astronomical!

It also stated the construction costs for a 75 bed facility for Fentress County would be; "3B, 75 Bed New Jail,$11,954,500." If the Famous 10 (F10) want to build a 163 bed facility, I'd say we need to more than double that amount don't you? Not my numbers, those are in the report you pointed out.

It is true that the regional jail study said that,but in actual real life figures,Overton and Scott still showed 1 1/2 million.We will see soon.

I also took the FY 09 costs and crunched numbers.

They break down as follows;

Total Jail Operating Costs
$619,753.00

Other Direct Jail Costs
$160,000.00

Vehicle Operational Costs
$99,679.00

Annual Cost for Boarding Inmates in Other Counties
$34,195.00

All of those add up to;
$913,627.00

Now we subtract what we earned from housing state inmates,

Annual Income for Housing Inmates
$106,540.00

That leaves us with a total annual operating cost (for a 20 bed facility) of:

$807,087.00

Now let's look at other figures if we have a new JC.

For comparison's sake;

Say we triple the current Total Jail Operating costs (which is very conservative since we're basically taking what we have now, a 20 bed facility and mulitiplying that times 8+ for a 163 bed facility)which cover: Equipment Costs, Indirect Costs, Building Depreciation, Prorated Direct Costs - Contract Services, Other Direct Costs, Direct Costs - Personnel;

$1,859,259.00

We triple the Other Direct Jail Costs (Food, Medical, Bldg Maint, Other);

$480,000.00

Cut in 1/2 the vehicle operating costs for the vehicles (since we won't be taking any inmates anywhere.

$49,839.50

Zero out what we pay other counties to house our inmates.(only averaged 2.67 inmates per day during FY 09...not a lot):

$0.00

That totals (Annually); $2,389,098.50

Now let's add what we "might" make from housing state inmates (We housed an average of 8 state inmates per day in FY 09.), so let's triple that amount as well (24 per day);

That's a total (revenue from state inmates);

$319,620.00

Subtract that from our Annual operating costs and you have an "estimated" Annual Operating cost of;

$2,069,478.50

So as you can see, by using VERY conservative numbers, our Annual Operating costs (for new JC) are still going to be near $2,000,000.00.

That doesn't take into consideration the payment on the actual building itself.

I still ask, where is the money for the Annual Operating costs going to come from? Anybody?

So are you saying that all of those quotes you threw out here from the Regional Jail study were a farce and should be ignored?
