Accused local methamphetamine dealers are believed to be going the way of big business -- outsourcing production to Mexico.

The state Attorney General's Office charged 12 Erie County residents Thursday with distributing as much as $500,000 worth of high-quality methamphetamine over a 17-month period.

In a change in how meth rings have operated in northwestern Pennsylvania, this group imported meth from Mexico by way of California, authorities said.

Investigators said they believe members of the network, led by Stephon Hardik, a tavern manager from Girard, started out like most other methamphetamine-dealing operations in this part of the state -- by cooking it themselves with ingredients scavenged from local drugstores and other retailers.

But then the group turned that operation into a revenue-generating business by importing high-quality, mass-produced methamphetamine, known as crystal meth, from California by the pound, state drug agent Dennis Tobin said.

That form of meth typically arrives in California by the truckload from secret Mexican laboratories, Tobin said. He said agents believe that was the situation in this case.

Until Thursday, the importation of crystal meth from the west had been mainly the activity of motorcycle gangs in southeastern Pennsylvania, Tobin said.

Labs in northwestern Pennsylvania are typically homegrown affairs, operating in woodsheds, basement kitchens and rural trailers, Tobin said. He is the regional director for the attorney general's Bureau of Narcotics Investigation and Drug Control, which is part of the attorney general's Northwestern Pennsylvania Methamphetamine Task Force.

Methamphetamine is a highly addictive stimulant that is made by cooking ephedrine with other dangerous chemicals such as lye and sulfuric acid. Ephedrine is found in cold medicines and diet pills.

"Over the past several years, we have been working aggressively to identify and shut down local meth labs throughout northwestern Pennsylvania," said Attorney General Tom Corbett, who was in Erie to announce the arrests on Thursday.

"As this case demonstrates, we must also target drug traffickers who are importing and distributing bulk quantities of meth produced outside Pennsylvania."

Investigators dubbed the case "Operation Broken Glass" -- a reference to how one of the defendants described the crystal-like appearance of the imported methamphetamine.

The case was presented to a statewide investigating grand jury, which recommended the charges.

Corbett said the grand jury found Hardik, 43, received 1-pound packages of methamphetamine worth about $28,000 once or twice monthly.

Police said Hardik then passed the drug to two other members of the network, Thomas E. Wolf II, 35, of Girard, and Christopher D. Matlak, 34, of Lake City. They would then package the meth in smaller quantities for street-level sale by other members of the ring, authorities said.

The grand jury found Hardik, Wolf and Matlak were selling about $4,000 worth of meth a day.

The group became so successful that Hardik, Wolf and Matlak discussed putting some of their drug profits aside to pay for a lawyer in the event they were arrested, Corbett said.

"Well, that event has arrived," Corbett said.

Hardik and Matlak were taken into custody Thursday, as were nine accused lower-level members of the drug ring.

Wolf had not been located Thursday, authorities said.

Hardik allegedly sold meth in multiple-ounce quantities to Wolf and Matlak, who would divide the drug into smaller amounts and repackage it for street-level sale.

What is the price for ruining peoples lives by introducing them to one of the most toxic, addictive, and life-ruining drugs of our time? Is less than 5 years prison time adequate for countless lives ruined?

This guy was making $4,000 a day on the backs of enslaved meth heads who likely stole, prostituted and scavenged to afford their habits.
