Prior criminal history
Phillips had a fairly expansive history in the New York State correctional system prior to his April, 2006 escape from the Erie County Correctional Facility in Alden, New York. He had previously been convicted on three counts of burglary in the third degree, two counts of grand larceny in the fourth degree, and other various crimes.
During a transfer out of Chautauqua County Jail in Mayville, Phillips left a note threatening "to splatter pig meat all over Chautauqua County," with pig being derogatory slang for a police officer.[5]
At the time of his escape, he was serving a 90-day sentence for violating the terms of his parole. He had been released in November 2005 after a burglary conviction, but failed to report to his parole officer, so he was again arrested on January 6.[6] It was widely reported that Phillips had only four days left until he would be released, but this is untrue. He actually had about 3 months to serve before he would be paroled.

Jimmy Baker said there is no rehabilatation in prison. I personally don't believe in prison but I am for a happy medium where Bucky can attend prison programs and be granted some relief.

Yes, let's turn this around and flip the blame...

If Phillips didn't BREAK THE LAW (several times over, including the (obvious) killing of a trooper) then there would have been no need for ANY police presence or overtime.

Lets see, he took someone's husband, son, brother away. Lets rehabilatate him in prison-right? I actually have a better idea if people feel such a need to give him a third chance. In my physics class we are doing an experiment relating to height and water pressure and the effects it has on objects. If he would voluteer for this project, maybe the state could consider reducing his sentence. All he needs to do is strap himself to a piece of plywood and go over Niagara Falls. We will take care of all the data collection.
