State could take control of broke counties

This is a fine idea. These county governments have known for years that O&C money was going away and this was going to happen, now suddenly yelling and up in arms about going broke. Let the state manage the counties since the government in the counties is and has been inept. Take money for managing the counties out of the state income tax. That way, only the wealthy who have any income will have to pay most of it.
