Audit: Former Breathitt schools chief caused a loss in state funding!

FRANKFORT the indicted former superintendent of Breathitt County schools cost the district $191,000 in state funding by cutting 10 days from the school year in 2011-12, according to a state audit released Wednesday.
The inquiry by state Auditor Adam Edelen's office found that former Superintendent Arch Turner ran the district without proper oversight from the Breathitt County school board.
Edelen's office conducted the audit after receiving complaints. The audit had 11 findings and made recommendations on how the school district could tighten financial controls.
According to the audit, the district paid teachers $526,350 for the 10 days they did not work in the 2011-2012 school year. In addition, the Kentucky Department of Education eliminated the district's state funding for school days canceled by Turner.
The audit also found that Turner gave some school district employees bonuses or additional pay totaling $195,000 without the school board's approval.
"The loss of state funding in a district in which 80 percent of the students qualify for free or reduced lunches is a travesty," Edelen said.
Turner pleaded guilty in July to charges related to vote buying. He is scheduled to be sentenced this month in federal court. He resigned from the district in May.
Turner admitted taking money and distributing it to associates in an attempt to control the outcome of local primary elections in the Eastern Kentucky county in May of 2010. Turner was one of 11 people indicted in the vote-buying conspiracy.
The audit flagged a host of other problems, including using more than $34,000 from the boys' basketball activities fund over three years for hotel rooms and tickets for the superintendent, school board members, staff and members of the general public to attend the Boys' Sweet Sixteen state championship basketball tournament. Those funds should be used only to benefit students, the audit found. Breathitt County was not playing in the tournament.
The audit also noted that the school board did not approve a contract for Turner for three years. The contract was signed the day Turner resigned. That contract allowed Turner to receive a raise of $10,000 per year.
The school board sometimes met for only 10 minutes, auditors found. Most, if not all, of the items that needed approval by the board were placed on one consent calendar, which means all of the items were approved with little or no discussion, in one motion. That also meant that financial information regarding expenses including details of how the superintendent paid for Sweet Sixteen tickets was not shared with the board. School officials said in their response to the audit that more detailed financial information will be provided to school board members.
In its response to the audit, the school district said it has either already followed the state auditors' recommendations or has already corrected some of the problems uncovered in the audit.
Shirley Hudson, the current school board chairwoman, was not available for comment.
Melanie Stevens, the interim superintendent and a longtime Breathitt County resident, said the school system has been working hard to correct the problems uncovered in the audit.

Do your research on people before voting them in, and if they're clean before electing them, if they become corrupt after getting in office, don't reelect them a second term.

mel was trying to help the school system and when she started stepping on the thieves toes they got rid of her,looks like the school system would want someone honest for a change.

How many more times are u dumb a$$es going to post this thing it's been on here in the paper ive read it 4times what Mel the middle fork spinster needs to do is realize she's not going to get the job back it has to be her that would take the time to print this out everybody knows this so what's the deal ur done Mel live with it ur going to be no more than u are right now a bitter mad at the world person the states took good that's what people wanted its done so lets move on

The only thing wrong with that kind of reasoning, is history keeps repeating itself. These corrupt politicians know it's wrong to cheat the tax payers out of the counties' money, but they keep doing it over and over again, and people are getting tired of it. People needs to keep posting about it, until the politicians get it across that people are tired of getting cheated.

He is the one who has our school system in this shape, so sorry dear but she is not the only one who would take the time to print these FACTS out. Breathitt School System is for our kids and teenagers so I feel this should be posted to let all the parents of these kids have knowledge of all this. Although she may not have a child in school at least she has been trying to help our kids and get our scool system back on track. So I suggest that if you are tired of hearing about it stay off here and quit reading the newspapers because as a parent, I feel its very important that we stand together and inform each other.

Then they would have to make it a capital crime, in which over half of Kentucky would be on death row.

If these people steal a penny from the tax payer, they might as well stole a million. This is what's happening to the tax payer, politicians steal a whole lot of pennies, but that doesn't make it right. I agree, they should get the death penalty, or at least life without parole, but then again, that will probably never happen in our lifetime, or in any other lifetime.

Ok none of this mattersnow. we cant change the past of our school system. We need to work together and figure out how our kids can get the education they deserve. Lets focus on the future and forget the past. Our children need a good education so they will be better prepared for college. They also need help picking out a college and someone to help them through the steps of getting in. I had to figure it out on my own and it wasnt easy.

HOW ABOUT LETTING aRCH PAY THE MONEY BACK OUT OF HIS BIG FAT BANK ACCOUNT HE STOLE FROM THE TAXPAYERS AND ANYONE ELSE WHO DID. Everyone seem to be mad because Mel open up all the crooked files, so they all must of have got a little bit of the stolen tax money.

God cant u people work together on anything instead of fighting over the past. These kids are going to be uneducated idiots because we cant work together to get them a better education. But by all means keep fighting and we will see if it solves anything at all!!
