Politicians are hoping to say adios once and for all to tawdry 'Chica Chica' cards

When did this business of guys handing out "chica chica" cards on Roosevelt Avenue start? They didn't do that back in the 1980s when I used to go to Jackson Heights almost every weekend.
Perhaps NY should legalize prostitution so that they can regulate and tax it and allow it in sparsely populated areas like they do here in Nevada.
