A foiled plot by two self-proclaimed adherents of a sovereign citizen movement to kidnap and execute Las Vegas police officers shows the potential for violence from a growing group that renounces government and is considered a domestic terror group at its extremes, experts and investigators said Friday.
Allegations that David Allen Brutsche, 42, and Devon Campbell Newman, 67, planned to confront police officers during traffic stops and kill them if they resisted illustrated the volatility of official interactions with people committed to the idea of fighting governmental authority, they said.
"You look at their motivation being that the government that gives the officer authority isn't viable, and if they get a following, it's a threat to be reckoned with," said Kory Flowers, a Greensboro, N.C., police detective who studies sovereign citizen groups and teaches police about them.
"Even if it's a crackpot idea, four or five guys can be a tactical assault team," he said.
Heidi Beirich, director of the Intelligence Project at the Southern Poverty Law Center in Montgomery, Ala., counted seven killings of law enforcement officers by alleged sovereign citizen members in the past 10 years in South Carolina, Louisiana, Arkansas and last year in Alamo, Calif.
Other officers have been served with "paper terrorism" arrest documents and bills for millions of dollars, Beirich said, or discovered liens filed against their personal property.
"It becomes, at the end of the day,`We hate the government, and the government has no right to tell us what to do,'" Beirich said.
The center estimates there are 300,000 adherents to the sovereign citizen anti-government philosophy around the country.

A Florida man who shot up a neighbor's barbecue last year, killing two and injuring another, is looking to have murder charges dismissed under the state's "Stand Your Ground" law as well as the "Bush Doctrine," which gives the U.S. license for preemptive strikes, according to a report.
William T. Woodward, 44, is facing murder and attempted murder charges for ambushing Gary Lee Hembree, Roger Picior and Bruce Timothy Blake as they lounged at a backyard Labor Day party in Titusville on Sept. 3, 2012, Florida Today reported.
Hembree and Picior were killed. Blake, who was hit 11 times, survived, the newspaper said.
Cops said Woodward and Hembree had beefed in the past and had even brought their dispute before a judge.
In a recently filed motion, Woodward's attorneys said he felt threatened on the night of the shootings because the men were yelling at him and saying they were going to "get him."
Woodward "exercised his right under Florida law to defend himself and his family that night," the motion said.
According to Florida self-defense laws, a person may use deadly force against an attacker without attempting to retreat first if he feels his life is in danger.

Police pressed their case Friday against a Missouri man who, they say, tested positive for HIV in 2003, then had more than 300 sexual partners -- saying later he didn't tell them about his condition because of his "fear of rejection."
Dexter, Missouri, police Det. Cory Mills said he filed a probable cause statement Friday for two more alleged victims who wish to seek charges against David Lee Mangum. This could lead to more counts against the 36-year-old Mangum, who is already facing a felony charge accusing him of exposing one of his former live-in partners to HIV.
The scope of what happened and what's to come remains to be seen -- both in terms of the breadth of legal trouble Mangum will face and the hundreds of lives he might have forever altered, directly and indirectly.
To the latter point, authorities in the rural southeastern Missouri county where Mangum lived are urging anyone with reason to suspect they could have been infected to stop their sexual activity and get tested.
"Due to the initial exposure containing 300 or more individuals over an extended period of time, each of which could themselves have multiple sexual partners, this situation should be a serious concern," Stoddard County Prosecuting Attorney Russell Oliver said in a statement.
Oliver added it was especially important action be taken by anyone in the area who had met for a sex act through the Craigslist website's "men seeking men" section.
That's how the victim said he first connected with Mangum in October 2012, according to a criminal complaint obtained Friday by CNN. The pair then had unprotected sex -- though only after the victim told police he "specifically asked if (Mangum) had any disease and Mangum replied no," the document says.
The next month, Mangum and the younger man moved in with each other. Except for a 16-day stretch in December, they remained live-in partners in Dexter, a city of about 8,000 people some 160 miles south of St. Louis, until June 2013.
It was then the younger man, now 29, told police he ended the relationship "because he discovered Mangum was cheating on him."

Kansas City resident Simone Baker, who will turn 25 later this month, was issued a municipal citation for inflicting bodily injury.
The Hickman-Mills School District teacher suffered a bruise on her arm and some redness and swelling to her face. The teacher went to an area hospital where she was treated and released.
The teacher was not at Truman Elementary School Friday, and a district official at the teacher's house Friday afternoon said the teacher wasn't up to talking.
The attack occurred about 5:30 p.m. Thursday, according to the Kansas City Police Department. The teacher told police that Baker entered her classroom "and wanted to talk to her about what her son stated (the teacher) did to him in class earlier today."
The teacher said if she wanted to speak with her and the principal that she would need to return on Friday. She said the woman was demanding and headed to the principal's office where she reportedly created the scene before returning to the teacher's class. The woman said she was upset over something that the teacher had done to her son earlier in the day.
"You better not touch my kid again," Baker yelled to the teacher, according to the police report.
The mother was reportedly upset about a scratch on her 6-year-old son's neck that she claimed the teacher inflicted. The child had been disciplined earlier in the day.
District officials said Friday night that the boy's father brought the boy to school Friday, and that the boy recanted his story. The district said the boy admitted the teacher had not hurt or scratched him.
The woman ran behind the teacher's desk and "struck her in the face with an open fist 5 to 10 times as she held" the teacher's arm down to her side, the report says. She then grabbed the teacher "by her hair and picked her up out of the chair and struck her head against a file cabinet two times."
She then fled from the classroom.
Police are reviewing surveillance video from inside the school, according to the police report.
"She came up to the school very irate," Ebony Walker, the district's spokeswoman, told KCTV5. "The administration did everything they do to keep her calm. They asked her to leave."
Walker said the district would pursue every legal means possible against the parent.

A Brooklyn woman was charged with manslaughter for stabbing her 58-year-old boyfriend to death at the Midwood home they shared, police said Saturday.
Shoshana Gweta, 38, plunged a knife into John Gillespie’s abdomen as the two fought in their Ocean Ave. home on Thursday around 6:15 p.m., cops said.
Gillespie was taken to Community Hospital where he died.
Cops were investigating whether she stabbed him in self-defense, a police source said.
Gweta was arrested Friday and charged with manslaughter with intent to cause physical injury, manslaughter recklessly causing death and criminal possession of a weapon, cops said

A woman in Montana is accused of pushing her husband off a cliff after an argument. The pair had been married for just more than a week.
Jordan Linn Graham made an initial appearance in court Monday to face a charge of second-degree murder. If convicted, she faces life in prison.
According to a criminal complaint, Graham recently told a friend she was having second thoughts about marrying Cody L. Johnson. CNN affiliate KECI reported the couple had been married for just more than a week.
The complaint said the couple argued the night of July 7. Upset, they decided to go hiking in Glacier National Park in Flathead County, Montana, where they continued to fight.
Graham told police that her husband grabbed her by the arm. She turned and removed it.
"Graham stated she could have just walked away, but due to her anger, she pushed Johnson with both hands in the back and as a result, he fell face first off the cliff," the complaint read.
His body was discovered several days later.
Graham's attorney, Michael Donahoe, declined to comment on the case.
According to the complaint, Graham reportedly told a friend she planned to talk with Johnson about her reservations on July 7. The same day, Graham sent the friend a text message saying, "Oh well, I'm about to talk to him."
The friend responded, "I'll pray for you guys."
Graham wrote back: "But dead serious if u don't hear from me at all again tonight, something happened."

BOULDER, Colo.- CU-Boulder police say they arrested a horseman for "riding under the influence," a weapon violation and animal cruelty Monday afternoon, after witnesses reported he was striking the horse and officers found a small handgun and beers cans in his saddle bag.
The incident began about 2:15 p.m. when police dispatchers received a report of a man repeatedly hitting his horse in the area of Broadway and Baseline Road, University of Colorado-Boulder police said.
Witnesses told police the man hit the horse hard enough that it reared up on its hind legs. CU Police officers said they later saw the man near Broadway and College Avenue riding his horse, Dillon, while carrying his dog, a small pug named Bufford.
Officers observed the rider was slumped to his right side in the saddle as he crossed streets and forced pedestrians off the sidewalk, police said.
CU Police tweeted that officers spotted the "Horse/rider stumbling into #Boulder traffic…Rider also had a small dog in his backpack while riding."
Officers asked the rider, 45-year-old Patrick Neal Schumacher of Colorado Springs, to dismount from the horse. Police said Schumacher slurred his words, appeared intoxicated and failed roadside intoxication tests.
Officers found a small, black-powder pistol and beer cans in Schumacher's saddle bag.
When officer's asked Schumacher about reports that he was striking his horse, the man said that he was just trying to hit a fly on Dillon’s head.
Joe McGuigan and Daniel Diehl, who are vacationing from Philadelphia, took photos of the horseman's arrest at 14th Street and Euclid Avenue, across the street from the CU bookstore in the University Hill neighborhood.
The photos showed officers handcuffing a man with graying hair and beard who was wearing blue jeans, a brown T-shirt and boots as his brown horse stood on the sidewalk.
A pug intently watched the arrest.
Police arrested Schumacher animal cruelty and prohibited use of weapons, riding a horse while under the influence of alcohol and reckless endangerment.
Schumacher police that he was traveling by horse from Larkspur, Colo., to Bryce, Utah -- a 600-mile journey by car -- to attend his brother's wedding.
Schumacher said he previously lost his driver’s license, so he decided to ride his horse to Utah, police said.
Court records show that Schumacher has also run into trouble with the law while driving a car.
In 2000, he was arrested in El Paso County for felony vehicular assault, leaving the scene of an injury accident, speeding and possession of less than an ounce of marijuana, according to court records.
Schumacher pleaded guilty to felony vehicular assault and was a given a three-year deferred sentence, court records state. This allowed the man to avoid jail time and clear his record if he stayed out of trouble for three years. All other charges were dismissed.

A father who was caught having sex with a Land Rover while on a night out has been banned from going out at the weekend.
A court heard how drunken Daniel Cooper, 24, stripped off while out with friends.
The father of three was seen urinating in the street before walking down the High Street in Holywell, Wales, with his trousers round his ankles and his t-shirt pulled above his head.
He then shocked fellow revellers by walking into a kebab shop and simulating sex with the counter of the takeaway.
Married Cooper, described as being a 'caring family man', then dropped to the floor and began doing the same.
He then left the shop and gyrated against a Land Rover Discovery that was parked nearby
Cooper says he was so drunk he could not remember what happened - until he was shown the CCTV pictures of his actions.
Police arrested jobless Cooper in Holywell town centre on the night of the August 18 following his shocking actions.
He told officers he was not used to drinking and had gone out with only £13 in his pocket.
Cooper, of Springfields, Holywell, admitted indecent exposure when he appeared at Flintshire Magistrates Court sitting at Mold.
He was given a three-month community order which bans him from going outdoors between 7pm and 7am on Friday, Saturday and Sunday nights for the next three months.

Police have busted up an alleged ring of drug dealers who allegedly had been selling heroin, oxycodone and other drugs in southern Brooklyn – but had been shutting down operations every Friday evening to observe Shabbat.
As WCBS 880’s Irene Cornell reported, the five defendants were charged as part of a six month probe dubbed “Only after Sundown,” New York City Special Narcotics Prosecutor Bridget Brennan said in a news release.
Defendants Jack Zibak, 28; Jack Zaibak, 24; Eduard Sorin, 38; David Gerowitz, 37; and Philip Mandel, 25, were all charged with selling drugs from an apartment at 4190 Bedford Ave. in Sheepshead Bay, Brooklyn, authorities said.
In a five-month investigation, police and prosecutors learned that the suspects sent mass-text messages to a long list of customers by BlackBerry. The texts included specific information about the hours the crew operated, and used coded language for specific drugs such as “D.O.B.” for a certain brand of heroin, authorities said.
But customers were out of luck between sundown on Friday and sundown on Saturday. The drug ring had a very strict policy of observing Shabbat, and text messages repeatedly told customers not to arrive during those hours, prosecutors said.
Texts also specified windows of time in the day during which sales would take place, such as the first 15 minutes of an hour, prosecutors said. The dealers provided detailed instructions about where customers should wait in case the line to the apartment caused a bottleneck, prosecutors said.
“He said he can’t do that but he can give you an 8 for 275 but its only gonna be tomorrow because he is closed for Shabbat. And the safe is locked,” the alleged dealers wrote in a March 29 text to one customer.
“We are closing 7:30 on the dot and we will reopen Saturday 8:15 so if u need anything you have 45mins to get what you want,” they texted to another customer on April 12.
The crew obtained a total of 23,000 pills of oxycodone worth about $460,000 – in part by forging signatures on stolen prescription sheets, prosecutors said. Many of the illegal prescriptions were stolen from doctors tied to Montefiore Medical Center in the Bronx, prosecutors said.

A Utah mother arrived home last night to find her husband had shot dead her 16-year-old daughter, the family dog and then himself in a horrific murder-suicide, police said.
Chrishell Woodruff returned to her Brigham City home around 5:30 p.m. Tuesday to find her daughter, Alix Norman, laying dead in a pool of blood in the family's basement.
Distraught, she called 911 and reporting officers discovered the woman's husband, Michael Woodruff, 40, and the family's dog dead o9f gunshot wounds in separate rooms. A .40 caliber Glock handgun was found next to Mr Woodruff's body.
Brigham City Police Lieutenant Michael Nelson believes Mr Woodruff shot Alix and the dog before killing himself, though a motive for the apparent murder suicide is not yet clear.
Nelson said there was no suicide note and few clues in the home. He added that Mrs Woodruff wasn't even aware her husband owned a gun.
Relatives told police they didn't know of any domestic problems, though the couple had been fighting.
