Your wrong. You don't know what your talking about.
The story never said why the car was pulled over, nor did it even include the drivers name, and they called off the search only after a couple of hours.

Rochester, N.Y.– State Police recovered a body on Friday from the Erie Canal just north of the Lyell Avenue bridge near the Town of Gates and City of Rochester line.

Investigators identified the body as 23-year-old Natanael Perez, of Rochester.

Police say Perez ran from them on Wednesday after the car he was a passenger in was stopped by troopers on Lyell Avenue.

The driver of the car was arrested, and after he was secured officers from the Rochester and Gates police departments joined Troopers in the search for Perez.

The search continued until his body was located Friday.

The investigation into what happened is still underway.
