I disagree. For example, People from outside of Monroe County have to pay a $30.00 yearly membership fee to take books out of a library in Monroe County. Yet, anyone from Monroe County can come into a neighboring County, under Nioga, and borrow books at will with no fees. This really needs to be changed. It really isn't fair that the neighboring counties taxes fund free book access to city people, yet Suburb people have to pay a fee to borrw city books. This is a load of political crap. If you really look at it, State Tax dollars come from all the people. All the Libraries in NYS benifit from those taxes. In my opinion, if someone wants to come into ANY library and take out a book, they should be anle to do so. Any Library today, should thanks their lucky stars in todays technology to be able to open their doors in the morning. If a child wants to take out a book, they shouldn't have to pay a membership fee to want to read something educational. From what I have heard, the City Libraries are struggling.... it would be a good move for them to start reaching out... or their doors will be closing. Rochester City schools currently has a 47% graduation rate... so its pretty evident that they aren't doing much reading.... ( if they can read. ) 53% of the ones that fall through the system will be pushing carts at Walmart... or smoking Crack.
