Did she have to stop? If so then she should be ticketed for failure to stop at a stop sign or for a red light.(But other than that it wasn't anything she could do since his lights weren't flashing and she didn't hear anything.....that's right!)

Unless you can prove otherwise, both drivers are at fault but the 44 year old just for not stopping.

Not if the cop was in the wrong lane heading the wrong direction.
Not if the cop was not watching where he was driving cause he was on his computer getting more details on the call.

Not if the patrol cars brakes were not working properly for weeks and the cop failed to report them.

The other car wasn't ticket, so we know who's fault it is.
