Just got wind of this and I am just Curious Cousins, Why all the curtailing?

Just the FACTS Man, just the FACTS!

BUDGET

In a 10/25/10 article in The Salem News, Cousins says:“The department has slashed spending 12.5 percent.”

Three days later, in a 10/28/10 article in The Boston Globe North, Cousins says the department:“[absorbed] a 12 percent budget cut”. On the same day (10/28/10) in an article in the Hamilton-Wenham Patch, a Cousins spokesperson said: "The Essex County Sheriff's budget was cut approximately 12 to 15 percent over the last 18 months."

RECIDIVSM

In a 10/25/10 article in The Salem News, Cousins said that internal documents reveal that:“the [recidivism] rate was 46.29 percent.” Three days later, in an article in The Daily Item, Cousins said:“the rate of recidivism is at 33 percent”

STAFFING

In a 10/25/10 article in The Salem News, in response to questions about budget cuts, Cousins said:“to deal with the crunch, staffing has been reduced from 600 to 549 employees in the last 2 years and we’ve got more to go.”

Three days later, in a 10/28/10 article in The Boston Globe North, Cousins said:[he]“absorbed a 12 % budget cut without laying off any personnel. Later on in the same Globe North article, he said:“that through the budget cuts, the department has reduced its employees from 600 to about 550”. On the same day (10/28/10) in an article in the Hamilton-Wenham Patch, a spokesperson for the Essex County Sheriff’s Department said:“Sheriff Cousins has worked excruciatingly hard to make sure no one has been laid off.”
