How Do Two Acres of Land Just Disappear?

The Town of Ipswich should be ashamed at the lack of competent record keeping. If the Town did indeed sell this lot at tax auction, it would seem that the Town would have known where the lot was. How can a government entity issue a tax bill for a lot that they sold at tax auction and then say it is not on any of their maps? It doesn't make sense. Who is responsible for maintaining accurate maps for the Town?
