An area contractor has been accused of failing to finish work he started and subcontracted, costing property owners more than $100,000. According to an Iowa City police criminal complaint, several citizens went to the Johnson County Attorney's Office to complain about Russell F. Arlen, 50, now of Norfolk, Neb., who owned Chelsea Homes Remodeling.

I am glad he can not steal any more money from unsuspecting homeowners and contractors.
