Desert Water Agency: Tribal lawsuit could spike rates
The Desert Water Agency has started crunching numbers to assess potential financial impacts of a water lawsuit by the Agua Caliente Band of Cahuilla Indians, and it estimates that customers could see sharply higher water bills if the tribe prevails in court.

truly stunning is that someone in Patricia Oygar's position doesn't know what senior water rights are and has no clue about the long, long legal history of affirming tribal water rights.
How did she get her job?
