If your dog jupmed the fence, you still have responsibility and should be fined, but if what you say is true, it's another abuse by the police--you can't shoot on sight.This morning the mavericks of the Independence Missouri Police Department shot my son's dog claiming that it had already killed a neighbor's cat and anothers pet rabbits. Nothing could be farther from the truth. According to eyewitnesses on scene, the officers arrived, one of them immediately stepped out of the cruiser, took aim and shot my son's dog, Thor, without so much as asking even one question. Thor is one of the sweetest, most lovable dogs I've ever had in my home. Fortunately for Thor, this cop's shooting was so very sub-par that he missed hitting any vital areas and only nicked the dog's ear. My son, who is currently unemployed, was ticketed for allowing his dog run loose (in truth, Thor jumped the fence), then they took the dog into custody and are now charging my son $10.00 a day, to be paid every five days, or they'll put his dog to sleep. Welcome to the police state folks. It's here, it's now.
