Who is going to enforce these new regulations? Why give the offenders a container when they can no doubt afford to buy one? Are the "Garbage Police" going to go out each night and search for illegal trash cans until dawn? If you expect the local law enforcement officers to perform "garbage patrols", who is going to protect the citizens from potential human crime problems that can far exceed the damage from bears? What are they going to do, put a citation on the garbage can, or wake up the offender to personally issue it?
And don't you think the bears are smart enough to figure out the changed "time schedule" for garbage set-out?
Yes, Bears are smarter than most people,some rangers,and all politicians, especially those who sit around dreaming up new laws that cannot be reasonably enforced!
