Nevada park system

We own a home in Nevada pay property taxes, but we also live in California. We wanted to buy a senior park's pass and were told we couldn't because we were not permanent residents of Nevada and haven't lived in the state for five years.
My taxes pay for the Nevada state park system , but I feel am being discriminated by the state as well as many thousands of other people who just moved here, or who also own homes here, by the state having this speciality clause not allowing people to buy a senior pass.
It seems to me there should be some class action taken for the discrimination against senior home owners or new residents in the state of Nevada.
We pay the state taxes as those who have lived here for five years.
