So breaking the law is ok with you? State statutes prevent the offering of bingo by unauthorized persons. The city was not authorized. It was city authorities that shut it down because they had to not because Doris said so. The Missouri Gaming Commission does not fool around they are very serious.

Sweeney is no authority, it is up to the Department of Revenue to determine that and only after receiving a complaint. Even if found to be in arrears, there is still 30 days to get it paid before being removed from the ballot. The state statute does not lie. |

Here is some info:
Pursuant to Chapter 572, RSMo, any person who engages in an unauthorized gambling activity, promotes an unauthorized gambling activity, or possesses gambling records or any devices or machines, such as slot machines, that are used in an unauthorized gambling activity faces penalties ranging from 1-day to 1- year in the county jail to a maximum of 4-years in prison, as well as fines ranging in the amount of $10 to $5,000. A person engages in gambling when he pays to play a game of chance or places a wager on a future contingent event not under his control or influence with the understanding that he will receive something of value if he wins the game or a certain outcome occurs. Gambling games of skill such as blackjack, poker, and Texas hold’em that involve an element of chance are considered gambling activities in Missouri and are only authorized aboard the state's riverboat casinos, however, Article III, Section 39(9) of the Missouri Constitution does allow the citizens of Missouri to participate in unlicensed games of chance or skill provided the players of such games are not required to pay an entry fee or give any consideration in order to play the game or receive a prize, including but not limited to general entry fees, cover charges, reservation fees, dues, mandatory donations, or registration fees. If a person or organization chooses to charge an entry fee to players to participate in an unlicensed gambling activity, in order for the activity not to be considered an unauthorized gambling activity no prizes of any value may be awarded to any player, including but not limited to ribbons, trophies, tokens, tickets, coupons, points, food, travel and vacation expenses, or money. Also, despite the fact that Article III, Section 39(9) does not impose an age restriction on participants in unlicensed games of chance or skill, organizations holding such games are encouraged to set an appropriate age restriction on participants, including requiring minor participants, if any, to be accompanied by a parent, guardian, or responsible adult designated as such by the minor's parent(s) or guardian(s). Pursuant to Chapter 434, RSMo, any person who has lost money or property as a result of his participation in an unauthorized gambling activity may file a civil law suit to recover his losses within three (3) months from the date the losses occurred. This right to recover losses from unauthorized gambling activity also extends to a person’s spouse, heirs, and creditors, as well as to the parents of any minor who loses money or property while participating in an unauthorized gambling activity. The Commission is a regulatory agency and not a law enforcement agency, and therefore; persons seeking advice as to whether a proposed or ongoing activity constitutes an unauthorized gambling activity should consult their local circuit or prosecuting attorney, as he or she is the state official responsible for prosecuting gambling law violations in Missouri. |

What about the bingo at the VFW hall every Friday night? Something has to be omitted from your copy and paste because according to your quote the VFW bingo would be illegal, too.
And it is the law that you have to declare when you move into the county. According to the information presented in the paper it looks like he was playing a game to not have to pay and didn't count on getting caught. Ignorance of the law is no excuse. |

Give, bingo games may be operated by nonprofit organizations such as veterans groups, under RSMo Chapter 313, which is the actual statute chapter for bingo. Looks like Look it Up doesn't really know how to do legal research.:)

Yeah...unwise to go up against me in the legal research arena. You might mark that down for future reference. That is not to say that the city government is allowed to sponsor bingo games, by the way...just pointing out how off-base your post was. I'm sure you understand. |

313.010. 1. Any bona fide religious, charitable, fraternal, veteran or service organization, which has been in existence for at least five years immediately prior to making an application for a license and which, during that period, has had twenty bona fide members, may conduct the game of bingo upon receiving a license from the commission. Any combination of unlicensed but eligible organizations, not to exceed five, may join in making an application and may receive a single license to conduct the game of bingo. Any information or report required by sections 313.005 to 313.080 from an organization shall contain the required information regarding all of the organizations joined in the license and all requirements under sections 313.005 to 313.080 shall apply with respect to all joined organizations and the membership thereof
The city is not a charitable, fraternal, veteran, religious or service organization which is what is required. |

Look, you still aren't addressing the original point, which is why Doris et al. believe it is dandy to run around shutting down illegal bingo games and aggravating small business owners about their licenses, yet she and her henchmen feel it is perfectly acceptable for her pal Missey to evade his taxes?
Can you give me one logical and reasonable explanation for that? Just one. But it has to be logical and reasonable. Furthermore, if Missey cannot manage to pay his personal property tax by the date it is due, whether it is because he "didn't know" or he can't afford them, I have to wonder how good a steward of his finances he is. And that makes me wonder if he has the ability to wrap his head around the finances of a city. This is not rocket science, folks. |
